MINUTES <br />CITY COUNCIL <br />JULY 27, 2005 <br />TWIN LAKE The City Administrator reported Chat a neighborhood meeting was held <br />BLVD. relative to the potential development of the City-owned property on <br />PROPERTY Twin Lake Blvd. Various residential concepts were reviewed at that <br />meeting, including single-family, Cownhome, and multi-family <br />developments. Upon review of the concepts and the issues related to each, <br />the consensus of those present was for a townhome development. The <br />issues reviewed included density, Craffic impact, the need for a lift station, <br />and transition between the Five Star Mobile Home Park and existing <br />single-family residential development. The Administrator noted, however, <br />that there was a very light turnout at the neighborhood meeting. <br />The City Administrator recommended that the City undertake an RFP <br />process in selecting a developer for this property. He felt that this process <br />would allow the City to select a developer that best meets the objectives <br />for the development of the site, and would provide the City with greater <br />control than can be gained from just land use controls. The Administrator <br />recommended that the following information be obtained to include in an <br />RFP packet: <br />Boundary Survey <br />Topographic Survey <br />Soils Survey <br />Significant Tree Survey <br />Title Work <br />Appraisal of the Site. <br />He also recommended that developers submitting RFP's be required to <br />make a deposit in an amount equal to the City's costs in gathering this <br />information. The selected developer would then be responsible for <br />reimbursement of these costs. <br />Blesener felt that a townhome development would be a good transition <br />between the existing mobile home park and single-family development. <br />Keis suggested that the density in the concept townhome plan looked high. <br />Allan asked if any of the residents indicated a preference for R-1 <br />development. <br />The City Administrator reported thaC the residents initially indicated <br />preferred single-family development. However, after reviewing their <br />concerns about additional access drives on Twin Lake Blvd. as well as <br />additional traffic, those residents felt Cownhome development was <br />acceptable. <br />It was noted that the property is currently zoned R-1 and would have to be <br />rezoned to R-2.
