MINUTES <br />CITY COUNCIL <br />JULY 27, 2005 <br />developer be required to proceed through the rezoning process. Keis <br />expressed concern with the timing of the public hearing in the event that <br />there would be significant neighborhood opposition to R-2, yet a <br />developer would already have been selected for a townhome development. <br />The City Administrator suggested that a Public Hearing could be held at <br />the time the RFP packet is presented to the Council for approval. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005-7-I69 -AUTHORIZING THE CITY <br />ADMINISTRATOR TO PROCEED WITH COMPILATION OF THE <br />"REQUEST FOR PROPOSAL" PACKET AS OUTLINED IN THE <br />TWIN LAKE LAND DEVELOPMENT CONCEPTS <br />NEIGHBORHOOD MEETING MINUTES DATED JULY 20, 2005 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator anticipated that he would have the RFP packet <br />ready for presentation to the Council within 60 days. <br />WATER The Public Works Superintendent presented his report dated July 20, <br />METER 2005 relative to the replacement of existing water meters in the City. <br />REPLACEMENT The Superintendent explained the current technology which allows for <br />radio read of water meters, thus improving efficiency of installation and <br />on-going maintenance. The radio read technology also allows for the <br />down loading of usage information at the time meters are read, and the <br />direct up loading of usage into the utility billing computer system. This <br />improves read and billing accuracy as well as saves staff time. <br />The Superintendent reported that the City's water meters are aging, noting <br />that 24.5°lo are over 20 years old and 45% are over IS years old. The <br />replacement program would be phased in, however, the initial focus would <br />be to replace the meters over 20 years old. The Superintendent informed <br />the Council thaC as water meters are and wear out, they slow down, thus <br />under metering the amount of water usage. He further noted that for the <br />pasC year or Cwo the meters Chat have been installed in the City have the <br />capability of being adapted to the radio read system. <br />The City Administrator noted that the water meter replacement program <br />would be an on-going program. However, given the cost involved, <br />additional analysis will have to be done as to whether the City should <br />request quotes or bids for the replacement meters. <br />11 <br />
