MINUTES <br />CITY COUNCIL <br />JULY 27, 2005 <br />Blesener noted that the results of a survey of neighboring cities show that <br />most do not allow outdoor storage in their highest industrial zoning. <br />Blesener pointed out that the impetus for this proposed zoning change was <br />when a Roseville business was considering moving two of their outdoor <br />storage sites from Roseville to Little Canada. Blesener noted that Little <br />Canada does not want outdoor storage regulations that are more liberal <br />than the surrounding cities since the result would likely be that Little <br />Canada would become the dumping ground for outdoor storage. <br />Blesener outlined the changes proposed in the ordinance amendment. <br />These include reducing the amount of outdoor storage allowed from 75% <br />to 25°/0 of gross floor area of the principal structure or from 25% to 10% <br />of the lot area, whichever is less. Additional changes include additional <br />screening requirements depending on the height of the outdoor storage, <br />and limiting outdoor storage areas to Che rear yard of the property. <br />Blesener noted that the City has issued a few CUP's for outdoor storage in <br />the I-P District. The CUP's issued to Slumberland and D & T Trucking <br />would not be impacted by the change given their outdoor storage consists <br />of semi-truck and trailer parking. Precision Tree has a CUP for outdoor <br />storage which would be impacted by the ordinance change. However, <br />Precision Tree's outdoor storage would be grandfathered in. Blesener also <br />noted Chat if the business were sold to a similar use, the grandfathered <br />outdoor storage would be allowed Co continue. <br />Blesener noted the report put together by City staff describing both the <br />conforming and non-conforming outdoor storage on properties in the I-P <br />District. The City Administrator suggested that one of these properties <br />would likely be able to bring their outdoor storage into compliance with <br />the proposed ordinance. <br />Blesener asked if there was anyone from the general public present <br />wishing to comment on this matter. <br />Richard Reeves, Macco, asked if customer cars were considered outdoor <br />storage. The City Planner indicated that licensed and operable customer <br />cars are considered as parking and not storage. Vehicles that are <br />unlicensed and/or inoperable are considered as outdoor storage. The <br />Planner noted that the Macco use is aheady a legal non-conforming use in <br />the I-P District. <br />Keis pointed out that the proposed ordinance amendment will limit <br />outdoor storage to behind the building. Reeves indicated that customer <br />cars that are at the Maaco site overnight are typically parked behind the <br />building. <br />
