MINUTES <br />CITY COUNCIL <br />JULY 27, 2005 <br />Jeff Hobson, Lapham Hickey Steel, reported that they have purchased the <br />former Orius building at 3250 Spruce Street. Hobson indicated that he <br />appreciated the Council's proposal to decrease the amount of outdoor <br />storage allowed in the I-P District rather than eliminate it altogether. <br />Hobson reported that the proposed 25% of gross building area that would <br />be allowed for outdoor storage would be adequate to meet Lapham Hickey <br />Steel's needs, and noted that the company may not need outdoor storage at <br />all. <br />Keis pointed out that outdoor storage is not a permitted use in the I-P <br />District, a CUP would still be required. Blesener noted that outdoor <br />storage is currently not allowed in the front yard of a property, and the <br />proposed ordinance amendment limits outdoor storage to the rear yard. <br />Therefore, the outdoor storage area used by Orius, which is located in the <br />front yard of 3250 Spruce Street, is not allowed. <br />Hobson pointed out that Che property essentially does not have a rear yard <br />given the way the building was placed on the site. The City Planner <br />reported that based on the subdivision that was recently approved for this <br />property, the rear yard would be the east side of the building. <br />Hobson indicated that there may be occasions when there would be some <br />steel stored outdoors when materials are being shifted within the building. <br />There may also be some outdoor storage of semi-trucks and trailers. <br />Blesener suggested that Mr. Hobson meet with the City Planner to discuss <br />Lapham Hickey's storage needs. Hobson indicated that they would want <br />to utilize the fenced in area for outdoor storage as this is the only area to <br />do so on the property. Blesener noted that a CUP would be required for <br />any outdoor storage. Blesener again noted that under the existing <br />ordinance as well as the proposed ordinance amendment, outdoor storage <br />is not allowed in the front yard of a property. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Montour, seconded by Keis, the public hearing was <br />closed. <br />LaValle expressed concern Chat Mr. Hopson may have the hope that Che <br />City would allow some outdoor storage within the existing fenced in area <br />on the property at 3250 Spruce Street, noting that this is Che front yard of <br />the building. <br />Blesener and Keis noted that the fenced in area is within the front yard of <br />the property and outdoor storage is not allowed in the front yard.
