MINUTES <br />CITY COUNCIL <br />AUGUST 24, 2005 <br />Blesener noted that the Building Official is researching the issue of <br />whether or not the change in use will require the building be sprinkled. <br />Gary Larvy, President of the Park View Court Homeowners Association, <br />reported that he has discussed this proposal with six of the eight <br />townhome owners along Jackson Street. He was unable to reach the other <br />two. Those owners reported that they had no objection to the proposal, <br />buC wanted to ensure that the handicapped space and Jackson Street <br />entrance was not utilized for deliveries. <br />Rick Boss, 72 Bryan Avenue, reported that his backyard abuts this <br />property. His concern was with the condition of the Ruff Cuts fence as <br />well as the poor landscaping that was done of this property. Boss also <br />wanted to ensure that this new entrance was not used for deliveries. <br />Blesener asked if the entrance would be designed for handicapped parking <br />only. Looman reported that Chat was the intent. She again stated the need <br />to provide a handicapped parking space for the lower level. Montour <br />noted that the space would be marked for handicapped parking. If <br />deliveries are being made in that location, the neighbors should call the <br />Sheriff's Department. <br />Looman reported that their plans are to take down the existing fence and <br />replace it with another fence or a hedge that is more aesthetically pleasing. <br />She indicated that the landscaping would be improved as well. Looman <br />noted that the unions they represent are carpenters and landscapers unions; <br />therefore, they want to use this site to showcase their skills. <br />Blesener asked if deliveries would be made at this lower level door. <br />Loosman reported that most of their deliveries will be UPS deliveries and <br />will be received at the front door. However, initially when they are <br />moving furniture into the building, there may be some deliveries at the <br />lower door. <br />The property owner at 82 Bryan Street, questioned the motivation for one <br />handicapped parking space for the lower level and was concerned Yhat Chis <br />entrance would be a delivery entrance. He suggested that an elevator be <br />installed rather than installing the handicapped parking space. It was <br />noted that an elevator would be much more expensive than the <br />handicapped parking space. <br />Montour again suggested that if the handicapped parking space is being <br />used for parking delivery vehicles, that the Sheriff's Department be called. <br />Bob DeBace also expressed concern about deliveries to the lower level <br />door.
