MINUTES <br />CITY COUNCIL <br />AUGUST 24, 2005 <br />restrictions imposed on Jackson Street as a result of the Union usage of <br />this building. <br />Blesener noted that there are no plans to restrict parking on Jackson StreeC <br />at this time. <br />DeBace asked how many parking spaces the Union would have. Looman <br />reported that there would be 34 parking spaces. Given the 8 staff and the <br />24 delegates that meet at the Union once per month, the 34 spaces would <br />be adequate. <br />DeBace reported that Jim Grady of the Union indicated Co him that the <br />lower door would be used for deliveries. He also indicated that monthly <br />union meetings would have 30 people in attendance. DeBace again sCated <br />his position against parking resh~ictions on Jackson Street. <br />The City Planner indicated that the Union's proposal for the handicapped <br />parking space and curb cut meets the City's code requirements. <br />Therefore, no action is required by the Council. <br />Blesener suggested that the Union send a letter to the City Administrator's <br />attention documenting that deliveries will not occur at the lower level as <br />was indicated this evening. <br />ON-SALE The City Administrator reviewed staff's report dated August 17, 2005 <br />LIQUOR relative to The Little Venetian's desire to obtain a Caterer's Permit from <br />LICENSE the State and the resulting issues given the requirement Chat the Caterers <br />ISSUES - Permit be in combination with an On-Sale Liquor License. The Little <br />THE LITTLE Venetian had suggested Chat the City create a special class of On-Sale <br />VENETIAN License Chat would have a lower license fee, restrict a full bar at The Little <br /> Venetian, but allow them to conduct a full bar at catered events. It was <br /> noted that State SCatute requires ChaC any restrictions placed on the On-Sale <br /> License carry to all locations that the license would be utilized. <br />The City Administrator indicated Chat it may be possible to create a new <br />class of On-Sale License as suggested by The Little Venetian. However, <br />this is a policy questions for the Council. The Council would also have to <br />take care as to not create a competitive disadvantage for the other On-Sale <br />Liquor License holders in the City. <br />Blesener noted that while Little Canada would issue the On-Sale License, <br />it is the State that issues the Caterer's Permit. Blesener suggested that it <br />may be fair to look at the issue of structuring On-Sale Liquor Licenses by <br />size/seating area of the liquor establishments in the City or on Che basis of <br />restaurant versus bar.
