MINUTES <br />CITY COUNCIL <br />AUGUST 24, 2005 <br />CONCEPT The Mayor opened the public review for the concept of asingle-family <br />REVIEW OF planned unit development consisting of six lots at 75 Old County Road C <br />SINGLE- as proposed by Jeffrey James Construction. The City Planner and the <br />FAMILY Planning Commission have recommended approval of the concept. <br />HOME <br />DEVELOPMENT - Tim Freeman, representing James Construction, noted that a few months <br />75 OLD COUNTY ago an R-2 concept plan was presented for this property. That concept <br />ROAD C - was lacking in support, therefore, James Construction is now proposing a <br />JAMES single-family home concept. Freeman described the six-lot single-family <br />CONSTRUCTION home concept noting that it meets the City's Code requirements. Freeman <br /> reported that he has reviewed the City Planner's reporC and the <br /> recommendations of the Planning Commission and agreed to comply. <br />In reviewing the report of the Public Works Department relative to the <br />center island proposed in the cul-de-sac, Freeman reported that the island <br />is proposed for aesthetic reasons in addition to creating a ponding area. <br />Freeman reported that they have used islands such as this in other <br />communities and they work well. The City would not be responsible for <br />the maintenance of the island nor the open area on the east side of the cul- <br />de-sac. A homeowners' association would be created to maintain these <br />areas. <br />With regard Co the east side of the street, Freeman noted that they are <br />proposing a 60-foot street right-of-way in order to push the street to the <br />west and save the existing trees on the east side of the property. Spruce <br />trees would be added in this area to provide a buffer from Che adjacent <br />railroad track. <br />Freeman noted the comment that the City Engineer should review the <br />curve from Old County Road C into the new street. He noted that the <br />angle of this curve is being proposed in order to save some significant <br />trees. Freeman also noted that the center island was also located as <br />proposed to encompass and save existing trees. <br />Freeman pointed out that the concept plan works with the existing <br />elevations of the property and minimizes the need for grading. <br />Allan asked the change in grade of the site from north to south. Freeman <br />estimated 18 feet. He noted that this grade is not proposed to be changed <br />as the plan works with the existing grade. Freeman pointed out that a <br />pond is also proposed at the north end of the site in the location where run- <br />off naturally exits the site. <br />
