MINUTES <br />CITY COUNCIL <br />SEPTEMBER 14, 2005 <br />The Administrator noted the Chree recommendations outlined in the City <br />Engineer's report. These are: <br />1. The School could grant the mobile home park an easement <br />to allow the street to remain on their property (the vacated <br />Park Street that would accrue to the School District). <br />2. Terrace Heights could shift the street five feet to the west <br />thereby removing it from the vacated Park Street right-of- <br />way. <br />3. The City could vacate only the easC 20 feet of the streeC <br />right-of-way eliminating any potential issues with the <br />mobile home park's access road to and allow both the <br />mobile home park and the school full use of the road. <br />The Administrator noted that a fourth option would be to do nothing at <br />this time. <br />Blesener noted the need for storm sewer and utility easements. The <br />Administrator indicated that the City Engineer has recommended thaC the <br />City retain the necessary easements for Chese utilities. <br />Keis asked what the School District's preference would be. The <br />Administrator indicated that Che School District would like to accrue as <br />much additional land through the vacation as possible. <br />Keis noted the potential for the mobile home park to redevelop as <br />commercial. He asked the impact of vacating Park Street in this light. <br />Blesener suggested thaC if the park ever redeveloped, access issues would <br />be dealt with as part of the redevelopment. LaValle stated thaC he did not <br />foresee the redevelopment of the mobile home park for many, many years. <br />The Administrator agreed, and pointed out the impact of relocation <br />benefits should the mobile home park redevelop. <br />Frank Graczyk, owner of Terrace Heights Mobile Home Park, stated that <br />the vacation of Park Street did not appear to have any benefit to the mobile <br />home park. Graczyk indicated that his first preference was that Park <br />Street not be vacated. His second preference would be Co vacate the <br />easterly 20 feet of Park Street from County Road B-2 to the former Transit <br />Street and retain the full right-of--way for Park Street lying between the <br />former Transit Street and Demont Avenue. <br />Graczyk also questioned the CiCy Engineer's statement that the mobile <br />home park's private road was actually 5 feet east of the centerline of the <br />Park Sheet right-of-way.
