MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2005 <br />City Planner Recommendations: <br />Pipeline company execution of a release of the easement covered by Preserve Court right <br />of way in recordable form. <br />Von Riedel reported that this is in progress and will be completed as requested. <br />2. Verification by the CiCy that the new easement area traded to the pipeline company in <br />return for the release of the blanket easement will not raise new planning or engineering <br />issues for the City. <br />Von Riedel described the triangular pieces of property that will be traded between <br />Magellan and Dayspring. He indicated that the release of the blanket easement has been <br />drafted, but has not yet been recorded. Once recorded, the blanket easement will be gone <br />and the easement on the western edge of the plat will be reduced by 10 feet. Von Riedel <br />anticipated Chat the release of easement will be recorded in a couple of weeks. <br />3. Verification that evergreen trees proposed for the right of way of Preserve Court will be <br />planted no closer than nine feet fi•om the curb. <br />Von Riedel indicated acceptance of this recommendation. <br />4. Verification that all h•ees planted within 60 feet of the intersection of Preserve Court and <br />Preserve Trail to be deciduous species. <br />Von Riedel indicated acceptance of this recommendation. <br />5. Relocation of the building pad for Lot 1, Block 2 as far to the north as practical to <br />increase buffer distance from the pipeline. <br />Von Riedel indicated Chat Chere was a lack of specifics on this recommendation. He <br />pointed ouC Chat it will be up to the homeowner as to where they wish Co place their <br />house. The City Planner indicated that Che intent of this recommendation is Co have the <br />house located as far north as possible, and he would encourage Dayspring to work with <br />the builder and a future owner to move the house to the north. England noted that a lot <br />will depend on the size of the house, but agreed that they would try to locate the house as <br />far north as possible within the approved building pad. <br />6. Revisions are made to the Landscape Plan by adding 60 to 70 trees, planted in clusters, <br />along the wetland edge, north of the proposed house pads. This plan must be reviewed <br />and approved by City Staff prior to recording of the Final Plat. <br />Von Riedel questioned how the numbers of 60 to 70 trees was arrived at. The City <br />Planner replied that the intent of this recommendation is to begin to reforest some of the <br />wetland edge. The vast majority of trees are being removed from the site. The intent is <br />to begin to replace what is being lost through extensive grading. Von Riedel asked about <br />10 <br />
