MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2005 <br />2. The storm sewer outlet from the street into the east pond discharges above the normal <br />water level. The outlet should be extended to allow discharge at the normal water level <br />of the pond to prevent erosion problems. The orientation of the outlet should be towards <br />the middle of the pond not towards a pond bank Co minimize erosion. As shown it <br />appears that this storm sewer line is outside of the drainage and utility easements being <br />provided. The finished ground elevation should be shown in the profile view of the plans <br />and a drainage and utility easement be granted over the pipe. The width of the easement <br />should be a minimum of twice the maximum depth of the pipe and be centered over the <br />pipe. <br />Von Riedel indicated acceptance of this recommendation. <br />3. There is an existing sanitary sewer line along the west side of Lot 1 that is approximaCely <br />11 feeC deep. The plat is currently providing a 20-foot drainage and utility easement on <br />the west side of Lot 1. The sanitary sewer is not centered within the easement currenCly <br />being granted; therefore additional easement width should be provided to allow for <br />maintenance. Given the 11-foot depth of the sewer it is our recommendation that the <br />easement be extended Co the easC a minimum of 11 feet fi~om centerline of the pipe. <br />Von Riedel indicated acceptance of this recommendation. <br />4. Hydrant valves should be placed 2'6" from the hydrant. <br />Von Riedel indicated acceptance of this recommendation. <br />5. The Mn/DOT storm sewer pipe should be shown in both plan and profile view. Due to <br />the age of the storm sewer pipe the City should require that the storm sewer pipe within <br />the development be replaced with reinforced concrete pipe. This was previously agreed <br />to by the Developer but is not shown in the final plans. The Developer should also <br />provide commenC from Mn/DOT as the replacement material and size and docmnent <br />approval from Mn/DOT for the work. <br />Gardener pointed out that the storm sewer pipe is under the jurisdiction of MN DOT, and <br />questioned the developer's ability to replace this pipe. Von Riedel indicated that if MN <br />DOT approves the replacement of the pipe, he was agreeable with the recommendation. <br />6. The water main must be looped thru the entire development up to water main in Viking <br />Drive. This was also a previous requirement Chat was agreed to by the Developer but is <br />not shown on the final plans. <br />Von Riedel indicated that they will not be able to take the water main through private <br />property to loop it. The City Administrator pointed out that this recommendation was <br />part of the Preliminary Plat approval, and was noC contested in court proceedings. <br />The City Engineer noted that a dual line could be run in order to accomplish the loop. <br />17 <br />
