MINUTES
CITY COUNCIL
SEPTEMBER 28, 2005
4. Hydrant valves should be placed 2'6" from the hydrant.
5. The Mn/DOT storm sewer pipe should be shown in both plan and profile view. Due to
the age of the storm sewer pipe the City should require that the storm sewer pipe within
the development be replaced with reinforced concrete pipe. This was previously agreed
to by the Developer but is not shown in the final plans. The Developer should also
provide comment from Mn/DOT as the replacement material and size and document
approval from Mn/DOT for the work.
6. The water main must be looped thru the entire development up to wafer main in Viking
Drive. This was also a previous requirement that was agreed to by the Developer but is
not shown on the final plans.
7. It appears the elevations of STM CB-18 are inaccurate. The Developer's Engineer
should verify all elevations and submit new corrected plans prior to any construction.
8. The City had requested and the Developer had agreed to treat the storm water from
Preserve Trail in the west storm water pond. This submittal shows the storm water being
directed to the east pond. In working with the Developer on what staff felt was an
acceptable wall height east of Preserve Court the high point of Preserve Trail was moved
from the intersection of Preserve CourC farther to the west. If the City were to require
that the original agreement to treat Che storm water in the west pond be followed, it would
result in the Developer installing longer storm sewer runs at deeper depths to serve
Preserve Court. Given that the treatment and ponding requirements for the storm water
from Preserve Court would be the same whether directed to the east or west pond, we
would recommend that the storm water from Preserve Court be allowed to be
directed Co the east pond. A benefit of this to the City is less storm sewer to maintain at
shallower depths.
9. The existing sewer and water service to the house being removed off of Viking
Boulevard should be removed and abandoned at the property line.
10. The Developer has indicated that the Williams/Magellan pipeline will be lowered to
allow for construction of Preserve Court. All relocation requirements and plans should
be provided to the City for their review and approval as they may relate to the proposed
and future improvements within the right-of-way.
Storm Water Calculations
1. The drainage area map currently has the existing and proposed areas on the same map.
They should be separated into two exhibits and contours should be included. The
boundaries for the subcatchments appear to be the same for the existing and proposed
conditions. However, the HydroCAD results have different areas listed for Che two
conditions. Any discrepancies should be resolved. In addition, the proposed boundary
for Subcatchment Dev-North appears to be inaccurate. The boundary is shown as the
north edge of the roadway. The grading plan indicates thaC the front of the houses and the
driveways will drain to the roadway.
2. The time of concentration appears low for the Ex-North Subcatchment. The area is larger
than some of the other subcatchments; however the time of concentration is lower. This
should be reviewed and corrected or documentation provided as to the shorter time.
3. The time of concenh~ation for each area remains the same for the existing and proposed
calculations even though the areas and curve numbers are different. This should be
reviewed and corrected.
29
