MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2005 <br />4. A curve number of 1.00 should be used for the area covered by the normal water level of <br />the proposed ponds in Subcatchment Dev-East and Dev-West. <br />5. Documentation should be provided to verify that Che data in the HydroCAD model is <br />correct for the existing wetland, including area and outlet information. In addition, the <br />starting elevation for the wetland should match the outlet elevation. <br />6. Documentation should be provided for the area of Subcatchment Adj-Area. <br />7. The maximum allowable impervious area by City Ordinance is 30%. The curve number <br />for Subcatchment Dev-North should be revised to reflect a 30% impervious area. <br />8. Dead storage calculations should be provided for review to verify that the required <br />volume is provided for treatment. <br />9. A drainage area map should be provided that corresponds with the areas for each <br />proposed catch basin to facilitate review of the storm sewer design. <br />Miscellaneous <br />I. The pavement section indicated in the geotechnical report is noted as a 10-year design <br />life. It is required that a 20-year design life be used. The report and street section should <br />be revised to reflect this. <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (3) Blesener, Montour, Keis. <br />Nays (2) Allan, LaVal]e. <br />Resolution declared adopted. <br />RECESS At this point in the meeting, 10:20 p.m., Council took a brief recess. The <br />meeting was reconvened at 10:30 p.m. <br />GAMBLING Mr. LaValle introduced the following resolution and moved its adoption: <br />PERMITS - <br />ST. JOHN'S RESOLUTION NO. 2005-9-226 -APPROVING EXEMPT GAMBLING <br />PERMITS FOR ST. JOHN'S CHURCH FOR OCTOBER 23,2005 AND <br />NOVEMBER 20, 2005 AS RECOMMENDED BY CITY STAFF <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />SIGN The City Planner referenced a recent Star Tribune article relative to <br />ORDINANCE cities' sign ordinances and efforts to establish billboards in various cities. <br />The City Planner indicated that he is researching this issue as it may <br />impact Little Canada, and should have a report for the Council in October. <br />The Planner indicated thaC the City may want to declare a moratorium on <br />billboard signage until the research on this issue is complete. <br />30 <br />
