MINUTES CITY COUNCIL SEPTEMBER 28, 2005 4. A curve number of 1.00 should be used for the area covered by the normal water level of the proposed ponds in Subcatchment Dev-East and Dev-West. 5. Documentation should be provided to verify that Che data in the HydroCAD model is correct for the existing wetland, including area and outlet information. In addition, the starting elevation for the wetland should match the outlet elevation. 6. Documentation should be provided for the area of Subcatchment Adj-Area. 7. The maximum allowable impervious area by City Ordinance is 30%. The curve number for Subcatchment Dev-North should be revised to reflect a 30% impervious area. 8. Dead storage calculations should be provided for review to verify that the required volume is provided for treatment. 9. A drainage area map should be provided that corresponds with the areas for each proposed catch basin to facilitate review of the storm sewer design. Miscellaneous I. The pavement section indicated in the geotechnical report is noted as a 10-year design life. It is required that a 20-year design life be used. The report and street section should be revised to reflect this. The foregoing resolution was duly seconded by Montour. Ayes (3) Blesener, Montour, Keis. Nays (2) Allan, LaVal]e. Resolution declared adopted. RECESS At this point in the meeting, 10:20 p.m., Council took a brief recess. The meeting was reconvened at 10:30 p.m. GAMBLING Mr. LaValle introduced the following resolution and moved its adoption: PERMITS - ST. JOHN'S RESOLUTION NO. 2005-9-226 -APPROVING EXEMPT GAMBLING PERMITS FOR ST. JOHN'S CHURCH FOR OCTOBER 23,2005 AND NOVEMBER 20, 2005 AS RECOMMENDED BY CITY STAFF The foregoing resolution was duly seconded by Montour. Ayes (5). Nays (0). Resolution declared adopted. SIGN The City Planner referenced a recent Star Tribune article relative to ORDINANCE cities' sign ordinances and efforts to establish billboards in various cities. The City Planner indicated that he is researching this issue as it may impact Little Canada, and should have a report for the Council in October. The Planner indicated thaC the City may want to declare a moratorium on billboard signage until the research on this issue is complete. 30
