MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2005 <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005-9-230 -DECLARING COST TO BE <br />ASSESSED AND ORDERING PREPARATION OF PROPOSED <br />ASSESSMENT FOR COUNTY ROAD B-2 EAST, IMPROVEMENT <br />N0.2004-12 <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />PURCHASE The City Administrator reported that R.J. Marco Company has submitted <br />AGREEMENT- a draft purchase agreement for the City's County Road B property. He <br />COUNTY indicated that R.J. Marco is offering the City $300,000 for the property. <br />ROAD B The City has an appraisal of this site which establishes Che value at <br />PROPERTY $385,000. R.J. Marco is proposing to develop the site as <br />office/warehouse, and indicated that their project works at the $300,000 <br />purchase price, not $385,000. <br />LaValle asked if there was room for negotiation. The Administrator felt <br />there might be some, but not up to the $385,000 figure. He also noted that <br />the City's appraisal may noC be realistic and noted the improvements <br />needed to this site as well as the long access drive. The Administrator <br />further noted that the property has not yet been marketed. However, the <br />$300,000 amount is more than the City paid for the site. <br />Blesener felt that the appraiser would have factored in the long access <br />drive as well as the needed improvements when making the appraisal. <br />Blesener felt it would be difficult to justify the reduction from $385,000 to <br />the $300,000 offered by R.J. Marco. <br />The consensus of the Council was that the property should be marketed. <br />The City AdminisU~ator indicated that he would have afor-sale sign put up <br />on the property and would develop some marketing materials. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005-9-231-REJECTING THE $300,000 OFFER <br />OF R.J.MARCO FOR THE COUNTYROAD B PROPERTY <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (4) Blesener, Allan, Keis, Montour. <br />Nays (1) LaValle.
