MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2005 <br />determined in response to existing grades. Von Riedel also noted that <br />another difference is that there is now one lot proposed at the end of the <br />Preserve Court cul-de-sac rather than the two lots proposed in the <br />Preliminary Plat. Von Riedel indicated that other than those changes, the <br />Final Plat is much the same as Che Preliminary Plat. <br />With regard to the unencumbered right-of-way for Preserve Court, Von <br />Riedel indicated that Magellan has agreed to reduce their easement area by <br />10 feet resulting in the Preserve Court right-of-way being unencumbered. <br />Von Riedel also noted that Magellan's agreement to lower the pipeline at <br />the point that Preserve Trail would cross, results in lower elevations and <br />both the elimination and lowering of retaining walls. <br />Allan asked the length of pipe that will be lowered. <br />Von Riedel replied that he was not sure of the exact length. He indicated <br />that Magellan will Cry Co minimize the length thaC needs to be lowered as <br />will as will try Co confine Che distance to Che outlot, if possible. <br />Blesener asked if there was retaining wall planned on the west side of <br />Preserve Trail. Von Riedel replied that there were two four-foot stepped <br />walls planned. <br />A resident asked about any portion of Preserve Court overlapping the <br />pipeline easement. Von Riedel again explained that Magellan will be <br />vacating 10 feet of their 100 foot pipeline easement. As a result, none of <br />the Preserve Court right-of-way will be located n the pipeline easement. <br />Mark England, Hanson Builders, appeared before the Council and <br />reported that they are currently in discussions with Dayspring <br />Development relative to their being the builder for this development. <br />England presented detailed information about Hanson Builders and the <br />quality of the homes they develop. England reported that it would be <br />Hanson Builders' intent to work with the natural beauty of the site, and <br />preserve as many trees as possible. The price range for the homes they <br />would develop in of The Preserve start at $550,000 up to $1.4 million. <br />England commented on the size of the homes and the fact that they will be <br />a combination of one and two story. England reported that Hanson <br />Builders is a very high end builder. He noted that they are very excited <br />about developing in The Preserve. <br />Blesener asked the proposed build out schedule. Hanson estimated 1 '/z to <br />2 years. <br />The City Administrator noted that the proposed grading plan and tree <br />preservation plan does not show an effort to preserve as many trees as <br />
