MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 2005 <br />*CALLING A BUDGET WORKSHOP MEETING FOR WEDNESDAY, <br />NOVEMBER 9, 2005 AT 6:00 P.M.; <br />*APPOINTING ELECTION JUDGES FOR THE NOVEMBER 8, 2005 <br />SCHOOL DISTRICT ELECTION AS RECOMMENDED BY CITY <br />STAFF; <br />*ACCEPTING THE EASEMENT FOR COUNTRY DRIVE TRAIL <br />PROJECT AS RECOMMENDED BY THE CITYADMINISTRATOR <br />AND AUTHORIZING THE MAYOR AND CITYADMINISTRATOR <br />TO EXECUTE THE NECESSARY DOCUMENTS <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />MORATORIUM The City Attorney presented a proposed interim ordinance establishing <br />ORDINACE- a moratorium on the issuance of permits for advertising signs as defined <br />rREEV~'AY in the Zoning Code, and the issuance of permits for advertising devices in <br />SIGNS adjacent areas to the right-of-way of an interstate or trunk highway as <br />defined in State Statute. The Attorney reported that the moratorium is <br />being proposed to give the City time to study the issue that has arisen in <br />the metropolitan area relative to billboards adjacent to freeways. <br />Blesener asked the extent of the property that would be subject Co this <br />moratorium asking if property not immediately adjacent to the freeway <br />would be impacted. The City Attorney replied that the moratorium would <br />impact properties adjacent to fieeway right-of-way as well as impacts <br />issuance of permits for advertising signs regardless of location. <br />The City Administrator noted that he is in the process of ordering the <br />advertising sign for the City's County Road B property. He indicated that <br />he will have this sign installed prior to the publication of the ordinance. <br />Council discussed the length of the moratorium and the consensus was for <br />a one year time period with the indication that the moratorium can be <br />lifted earlier when the City completes its study. <br />The City Administrator indicated that the League of Minnesota Cities will <br />be putting out some information on this topic as it impacts many cities. <br />Mr. LaValle introduced the following resolution and moved its adoption <br />4 <br />
