MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 2005 <br />RESOLUTION NO.2005-IO-237 -ADOPTING AN INTERIM <br />ORDINANCE ESTABLISHING A MORATORIUM ON THE <br />ISSUANCE OF PERMITS FOR ADVERTISING SIGNS, AS <br />DEFINED I THE ZONING CODE OF THE CITY OF LITTLE <br />CANADA, AND THE ISSUANCE OF PERMITS FOR ADVERTISING <br />DEVICES IN ADJACENT AREAS, ADJACENT TO THE RIGHT-OF- <br />WAY OF ANINTERSTATE OR TRUNK HIGHWAY, AS DEFINED <br />IN MINNESOTA STATUTE 173.02, WITHIN THE CITY OF LITTLE <br />CANADA FOR A PERIOD TO EXPIRE ON OCTOBER l2, 2006 AS <br />RECOMMENDED BY THE CITYATTORNEY <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />EMERGENCY The City's Emergency Management Director appeared before the Council <br />MANAGEMENT recommending adoption of three resolutions that are necessary in order for <br />PROGRAMS the City to receive any future Federal funding in regards to emergency <br />management and homeland security and to adopt the County's <br />Coordinated Emergency Management Program. The first resolution <br />promotes the use of intrastate mutual-aid agreements in the event of a <br />disaster. The Director pointed out that Chis is similar to the mutual aid <br />agreements that are between fire departments and law enforcemenC. <br />Mr. LaValle introduced Che following resolution and moved its adoption: <br />RESOLUTION NO.2005-IO-238 - ADOPTING A RESOLUTION <br />PROMOTING THE USE OF INTRASTATE MUTUAL-AID <br />AGREEMENTS AS RECOMMENDED BY THE EMERGENCY <br />MANAGEMENT DIRECTOR <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The Director indicated that the next resolution adopts the Ramsey County <br />Hazard Mitigation Plan which was recently adopted by the County Board. <br />The Director noted that the City's Mitigation Plan will become a part of <br />the overall County Plan. <br />LaValle asked about hazards that would impact Little Canada. The <br />Director noted that hazards might include a tornado, flood, hazardous <br />materials, or terrorism. He also noted that the County's Hazard Mitigation <br />Plan is on file at the City Center for review. <br />
