MINUTES CITY COUNCIL OCTOBER 26, 2005 ORDINANCE The City Planner reported that City staff is progressing with its review UPDATES of the Zoning and Subdivision Ordinances, and anticipate completion within the next few weeks. Once that review is completed, text options will be developed. At that point, the Council will be asked to call for a joint workshop with Che Planning Commission to review the ordinances and staff reports. This will likely be after the first of the year. CONSOL- The City Administrator reviewed his report dated October 21, 2005 IDATION relative to the consolidation of dispatch services for the City of St. OP' DISPATCI Paul and Ramsey County. The Administrator indicated that there have SERVICES been negotiations relative to cost allocaCions given that the City of St. Paul has about 50% of the County's tax base, yet generates 70% of dispatch activity. After considerable discussion and negotiation of Chis issue, the consensus is Chat 60% oP Che costs for the consolidated dispatch center will be spread over Che County tax base and 40% will be based on calls for service. The impact to Little Canada will be a slight increase in dispatch costs beginning in 2007. Blesener recommended that action be tabled on this issue unCil after an upcoming meeting with the County Manager. The City Administrator agreed, and also noted that there are still some issues to be resolved related to governance and protocolissues. Mr. LaValle introduced the following resolution and moved its adoption: RESOLUTION NO. 2005-70-255 -TABLING ACTION ON THE ISSUE OF CONSOLIDATED DISPATCH SERVICES FOR THE CITY OF ST. PAUL AND RAMSEY COUNTY The foregoing resolution was duly seconded by Blesener. Ayes (5). Nays (0). Resolution declared adopted. TAX The City Administrator reviewed his report dated October 21, 2005 ABATEMENT recommending that the Council call. for a public hearing to consider the PROGRAM adoption of a tax abatement program that was contemplated with the Hidden Acres development. This program will allow the City to recover costs associated with right-of-way acquisition for Nadeau Road and Condit Street. The Administrator poinCed out Chat Nadeau Road was extended at the request of the property owners in the area to provide a direct access for the Hidden Acres development. Right-of-way acquisition was also necessary for the future reconstrucCion of Condit Street.
