MINUTES <br />CITY COUNCIL <br />OCTOBER 26, 2005 <br />ORDINANCE The City Planner reported that City staff is progressing with its review <br />UPDATES of the Zoning and Subdivision Ordinances, and anticipate completion <br />within the next few weeks. Once that review is completed, text options <br />will be developed. At that point, the Council will be asked to call for a <br />joint workshop with Che Planning Commission to review the ordinances <br />and staff reports. This will likely be after the first of the year. <br />CONSOL- The City Administrator reviewed his report dated October 21, 2005 <br />IDATION relative to the consolidation of dispatch services for the City of St. <br />OP' DISPATCI Paul and Ramsey County. The Administrator indicated that there have <br />SERVICES been negotiations relative to cost allocaCions given that the City of St. Paul <br /> has about 50% of the County's tax base, yet generates 70% of dispatch <br /> activity. After considerable discussion and negotiation of Chis issue, the <br /> consensus is Chat 60% oP Che costs for the consolidated dispatch center will <br /> be spread over Che County tax base and 40% will be based on calls for <br /> service. The impact to Little Canada will be a slight increase in dispatch <br /> costs beginning in 2007. <br />Blesener recommended that action be tabled on this issue unCil after an <br />upcoming meeting with the County Manager. <br />The City Administrator agreed, and also noted that there are still some <br />issues to be resolved related to governance and protocolissues. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005-70-255 -TABLING ACTION ON THE <br />ISSUE OF CONSOLIDATED DISPATCH SERVICES FOR THE <br />CITY OF ST. PAUL AND RAMSEY COUNTY <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />TAX The City Administrator reviewed his report dated October 21, 2005 <br />ABATEMENT recommending that the Council call. for a public hearing to consider the <br />PROGRAM adoption of a tax abatement program that was contemplated with the <br />Hidden Acres development. This program will allow the City to recover <br />costs associated with right-of-way acquisition for Nadeau Road and <br />Condit Street. The Administrator poinCed out Chat Nadeau Road was <br />extended at the request of the property owners in the area to provide a <br />direct access for the Hidden Acres development. Right-of-way acquisition <br />was also necessary for the future reconstrucCion of Condit Street. <br />
