MINUTES <br />CITY COUNCIL <br />NOVEMBER 23, 2005 <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />ICMA-RC The City Administrator reviewed his report dated November 18, 2005 <br />457 PLAN relative to the authorization of on-line loans and ACH debit for the ICMA- <br />RC 457 Plan. He noted that this option will allow an employee Co make <br />faster repayments through payroll deduction only. The Administrator <br />noted that none of the City's funds are involved in this transaction, and the <br />City bears no risk should an employee default in repayment. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005-II-278 - ADOPTING A RESOLUTION <br />RELATING TO AMENDING PLAN LOAN GUIDELINES TO <br />PERMIT ONLINE LOANS AND ACH DEBIT AS RECOMMENDED <br />BY THE CITY ADMINISTRATOR AND AUTHORIZING THE <br />MAYOR AND CITY ADMINISTRATOR TO EXECUTE ALL <br />DOCUMENTS NECESSARY TO EFFECTUATE THIS PROGRAM <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />PLANNING The City Administrator reported Chat the terms of office for Planning <br />COMMISSION Commission members Scott Barraclough, Katie Socha, and Tom Wojcik <br />& PARKS AND expire on December 31, 2005. All three Commissioners have requested <br />RECREATION reappointment. The City has also received applications from Clara Neis, <br />COMMISSION who is interested in either the Planning Commission or the Parks & <br />VACANCIES Recreation Commission, and Michael McGraw. The Administrator <br /> reported that he and the Planning Commission Chair and Vice Chair <br /> interviewed the new applicants and both would be excellent members of <br /> the commission. <br />The Council voted by ballot to fill the three terms on the Planning <br />Commission which begin January 1, 2006 through December 31, 2008. <br />The result of the vote was that Scott Barraclough, Katie Socha, and <br />Michael McGraw are appointed to fill the three-year terms commencing <br />January, 2006. <br />11 <br />
