MINUTES CITY COUNCIL NOVEMBER 23, 2005 The foregoing resolution was duly seconded by Allan. Ayes (5). Nays (0). Resolution declared adopted. ICMA-RC The City Administrator reviewed his report dated November 18, 2005 457 PLAN relative to the authorization of on-line loans and ACH debit for the ICMA- RC 457 Plan. He noted that this option will allow an employee Co make faster repayments through payroll deduction only. The Administrator noted that none of the City's funds are involved in this transaction, and the City bears no risk should an employee default in repayment. Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 2005-II-278 - ADOPTING A RESOLUTION RELATING TO AMENDING PLAN LOAN GUIDELINES TO PERMIT ONLINE LOANS AND ACH DEBIT AS RECOMMENDED BY THE CITY ADMINISTRATOR AND AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO EXECUTE ALL DOCUMENTS NECESSARY TO EFFECTUATE THIS PROGRAM The foregoing resolution was duly seconded by LaValle. Ayes (5). Nays (0). Resolution declared adopted. PLANNING The City Administrator reported Chat the terms of office for Planning COMMISSION Commission members Scott Barraclough, Katie Socha, and Tom Wojcik & PARKS AND expire on December 31, 2005. All three Commissioners have requested RECREATION reappointment. The City has also received applications from Clara Neis, COMMISSION who is interested in either the Planning Commission or the Parks & VACANCIES Recreation Commission, and Michael McGraw. The Administrator reported that he and the Planning Commission Chair and Vice Chair interviewed the new applicants and both would be excellent members of the commission. The Council voted by ballot to fill the three terms on the Planning Commission which begin January 1, 2006 through December 31, 2008. The result of the vote was that Scott Barraclough, Katie Socha, and Michael McGraw are appointed to fill the three-year terms commencing January, 2006. 11
