MINUTES <br />CITY COUNCIL <br />DECEMBER 14, 2005 <br />better at the 1 to 18 month time period. Keis felt the City's redevelopment <br />efforts were good, as well as Che goal setting workshop. Allan rated this <br />area at "E" and stated that the Administrator keeps the Council abreast on <br />current and future issues that may affect Little Canada. <br />The next area rated was RelaCionship with Public/Public Relations. <br />LaValle rated this area at "E" and indicated that in his 19 years on the <br />Council, he has never had a negative phone call or email relative to the <br />City Administrator. LaValle indicated that, if possible, he would rate the <br />Administrator above an "E" in this area. Blesener rated this area at "E" <br />and stated that in his past three years on the Council he has never had a <br />justified complaint about the Administrator or any other staff member. <br />Blesener commended the Administrator for his dealings with the public in <br />an upfront manner, and his efforts to consistently follow the code. Keis <br />rated this area at "E" and noted the Administrator's professional <br />appearance and that he has received no complaints. Keis commended the <br />Administrator for the firm way in which he has handled some situations at <br />Council meetings. Allan rated this area at "E" and indicated that he has <br />heard from many of our residents that it was an unexpected pleasure to <br />contacC or enter City Hall. Allan felt this reaction is a by-product of Joel's <br />leadership. Montour rated this area at "E" noting that the feedback from <br />community leaders on Joel's performance is always well received. While <br />people may not always agree with his position, they respect iC. Montour <br />commended Joe for working with various organizations and residents, i.e. <br />The Preserve and Hidden Acres. Montour stated that Joel brings in the <br />resources to develop a high level of integrity for the City as a business <br />unit. <br />The next area is Intergovernment Relations. Blesener rates this area at <br />"M" indicating Chat the Administrator is active in a number of <br />organizations. He commended Che Administrator for his efforts in <br />developing shared staffing with other communities. Blesener felt the <br />Administrator keeps abreast of what is going on in this area, but does not <br />go overboard in doing so. Keis rates this area at "M" stated that he did so <br />because he does not have a IoC of knowledge about the Administrator's <br />activities in this area. Allan rated this area aC "E" and stated thaC her <br />observation is that the AdminisCraCOr enjoys Chis aspect of his job. Allan <br />stated that based on comments made to her by our legislators, the Sheriff's <br />Department, LMC, and other city and County officials, she believes the <br />Administrator exceeds the performance standard in this regard. Montour <br />rated this area at "E" stating that the Administrator is able to get action <br />from the County and State agencies thaC others have difficulty in getting. <br />In his position he shows Che teamwork and give that is necessary to make <br />deals and get what the City wants. Montour felt that because of the <br />Administrator's reputation in the City there is a positive relationship with <br />surrounding cities.
