MINUTES <br />CITY COUNCIL <br />DECEMBER 14, 2005 <br />to impact our region since iC will ulCimately have an affect on Little <br />Canada. LaValle rated this area "E" and felt that the Administrator was on <br />top of everything that is important to Little Canada. <br />The next area rated was Professional/Personal Development. Keis rated <br />this area at "M" indicating that because he is new, he does not know a lot <br />of the duties that the City Administrator performs. He noted the <br />comments in the Upward Appraisal indicating the need for addressing <br />personnel issues. Allan rated this area at "E" and indicated that the <br />Administrator's motivational skills and mentoring skills are excellent and <br />are administered in a very kind manner. Montour rated this area at "E" <br />pointing out that the Administrator has developed numerous innovative <br />ways to save dollars with the Public Works Director's leaving without <br />missing a step. Montour noted that Che prison work force instiCUted by the <br />Administrator was a driving factor in the City's saving money. LaValle <br />raced this area at "E" noting that the Administrator constantly strives to <br />improve staff and himself. Blesener rated this area at "M" and pointed out <br />staff's opportunities for continuing education. Blesener indicated thaC he <br />believes most of the Administrator's continuing education is Chrough <br />experiences. Blesener commended the Administrator for the fact that he is <br />not afraid to take on new challenges. <br />The Council each gave the City Administrator an overall rating of "E". <br />The Mayor indicated that the City Administrator makes the Council's job <br />more enjoyable and less stressful. The Mayor indicated that Little Canada <br />has a good City Administrator as well as City Staff. <br />Keis suggested that for next year's performance review, the City <br />Administrator develop a lisC of accomplishments and highlights for the <br />year. He felt this would be helpful to the Council in conducting the <br />Administrator's performance evaluation. <br />Montour noted that goal development for the City is done at the goal- <br />setting session held each year. He indicated that essentially the goals that <br />are developed at that workshop become the City Administrator's goals. <br />The City Administrator reported that with regard to Che Upward Appraisal, <br />he will be doing employee reviews before the end of the year, and he will <br />ask employees for direct feedback relative to their comments. Keis asked <br />about the City's organizational shvcture which the Administrator <br />reviewed. <br />The Administrator thanked the Mayor and Council for their comments and <br />confidence. With regard to comments relative to long-range planning, the <br />Administrator acknowledged Chat he does noC do long range visioning, but <br />focuses more on long range planning for infrastructure, capital <br />
