MINUTES <br />CITY COUNCIL <br />DECEMBER 14, 2005 <br />MORATORIUM The City Planner reviewed his report dated December 9, 2005 relative <br />ON rREEWAY to the City's Sign Ordinance and its moratorium on freeway signs. The <br />SIGNS Planner indicated that there are a number of issues wiCh the City's Sign <br />Ordinance as relates to specific types of signs and issues involving <br />freedom of speech. The Planner felt that some amendments were needed <br />to the City's Sign Ordinance, and suggested that he prepare a draft <br />ordinance amendment that would address the issues. He also suggested <br />that this amendment be reviewed by the City Attorney's office prior to <br />submission to the Council for review. Once the draft is in final form, iC <br />would be submitted to the Planning Commission for review and <br />recommendation, and then the Council for adoption. <br />The City Attorney reported that the League of MN Cities is also working <br />on this issue, and suggested that the attorneys at the League may be <br />working on a model for cities to use. The City Attorney did not anticipate <br />the need for his office to spend a lot of time drafting an ordinance if the <br />League's legal staff is already doing so. <br />Blesener noted that the City has a moratorium in place on freeway signs <br />allowing the time needed to work to resolve any issues that might exist <br />with the City's Sign Ordinance. <br />The City Planner did not anticipate that the amendments necessary to <br />Little Canada's ordinance would be very extensive. The City <br />Administrator suggested that he contact the League's staff to determine <br />where they are in drafting a model ordinance. He will then inform the <br />City Attorney and City Planner of the status of this issue at the League. <br />FEASIBILITY The Council reviewed feasibility reports for 2006 Improvements as <br />REPORTS submitted by the City Engineer. The Administrator noted thaC staff is <br />AND CALL recommending that improvement hearings be held on January 10, 2006 <br />TOR for the 2006 Improvements so that any projects that might be ordered can <br />IMPROVEMENT get out for bid early to Cry to obtain the most favorable pricing possible. <br />HEARINGS <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005-12-289 -ACCEPTING THE FEASIBILITY <br />REPORTS AS S UBMITTED BY THE CITY ENGINEER, AND <br />CALLING FOR IMPROVEMENT HEARINGS FOR THE <br />FOLLOWING 20061MPROVEMENT PROJECTS ON JANUARY I0, <br />2006 AS RECOMMENDED BY CITY STAFF: <br />SEXTANT AVENUE <br />MORRISON STREET AND ROSE PLACE <br />SAVAGE LANE <br />12 <br />
