MINUTUS <br />CITY COUNCIL <br />JUNIJ 11, 2008 <br />responsibility to pay attention to these dust complaints, noting the <br />potential health issue. <br />Nick Frattalone indicated that the crushing is not continuous, but occurs <br />typically in the spring and the fall. Allan indicated that she did not feel an <br />operation of this nature belonged so close to a residential area. <br />Montour agreed with Keis' comments and did not feel that the recycling <br />operation was a good long-term use for the area. He also noted that as the <br />area redevelops, the property becomes more valuable. Montour stated that <br />he was not sure how important it was that the recycling operation shut <br />down in 2009. He suggested that there may be other options, perhaps a 5 <br />to 10 year plan. Keis suggested a 3 year plan for ceasing the business. <br />Montour felt the issue was more of aesthetics, and suggested that a five <br />story high pile of rocks next to a residential area was a main issue. <br />Montour felt that people should be proud of where they live, and to walk <br />out one's door and see this rock pile was problematic. Montour stated that <br />he was not sure, however, what the appropriate length of time was for <br />phasing out the business. <br />McGraw noted that the issue is a difficult one given that Frattalone <br />Companies is a great corporate citizen and the recycling business <br />employees a lot of people. The other side of the issue is the City's efforts <br />to clean up Ryan Industrial Park and redevelop the Country Drive area. <br />McGraw pointed out that the Fra-Dor property is an entry point to the <br />industrial park. He noted that this is a difficult issue for the City, pointing <br />out that the City wants to make this area a better place for both the <br />residents and the businesses. McGraw felt that down the line, the <br />recycling operation should be moved, but what that length of time was, he <br />was not sure. McGraw suggested that Mr. Frattalone make a proposal to <br />the City and then the Council and Frattalone work together on a <br />compromise. <br />Allan asked Frattalone for a reasonable amount of time to phase out Phis <br />business. Frattalone stated that he would like the business to be <br />permanent, but did not see the City accepting that. Frattalone felt that <br />economics would dictate when the property would be more valuable for <br />another use. I-Ie suggested that perhaps the City could create a TIF district <br />to provide assistance in the redevelopment of the site. He indicated, <br />however, that there is no demand for this site at this time. Frattalone <br />suggested a 10 year phase-out. <br />Keis stated that his vision was a 2 to 3 year timeframe with the recycling <br />activity sloping downward during that time frame. Keis also suggested <br />that while the business activity is sloping downward, the fees to the City <br />
