MINUTES <br />CITY COUNCIL <br />JULY 9, 2008 <br />HEIGHTS the mobilehome. He reported that after some difficulty in finding an <br />appraiser for personal property, Datacomp Appraisal Services was used. <br />The appraised the mobilehome at $36,500. The County's valuation is <br />$44,300. The Administrator indicated that the owner is willing to sell the <br />mobilehome at the County's appraised value. This value is less than what <br />the owner paid for the mobilehome, plus he has made improvements to it. <br />The owner is motivated to make the sale at this time as he is relocating to <br />Duluth. <br />The City Administrator further reported that he has met with the owners of <br />Terrace Heights Mobilehome Park has reached a tentative agreement to <br />govern land transfers relative to the City's needs for County Road B-2. <br />This agreement involves some land swaps, relocation of utilities, etc. <br />related to the intersection upgrades. The park owner is interested in a <br />future expansion of the storage garage in the park. That expansion is may <br />be 10 or more in the future, and the Administrator informed him that it is <br />unlikely that future Council's could be bound by an agreement relative to <br />the garage. The Administrator indicated that he would discuss this issue <br />with the City Attorney. <br />The City Administrator recommended the purchase of the manufactured <br />home on Lot D at the County's valuation of $44,300. He noted that a <br />voluntary sale avoids the need for the City to pay relocation costs. He <br />again noted that an agreement in principal has been worked out with the <br />owners of Terrace Heights. He will discuss this agreement with the City <br />Attorney and present a draft to the Council for its consideration in the near <br />future. The owners of Terrace Heights will move the manufactured home <br />on Lot D to another location, and there may be the potential to sell this <br />unit. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2008-7-17I -APPROVING THE PURCHASE OF <br />THE MANUFACTURED HOME ON LOT D, TERRACE HEIGHTS, <br />AT A PURCHASE PRICE OF $44,300 AS RECOMMENDED BY THE <br />CITYADMINISTRATOR, AND AUTHORIZING THE MAYOR AND <br />CITYADMINISTRATOR TO EXECUTE THE NECESSARY <br />DOCUMENTS ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />FLEXIBLE The City Clerk reviewed her report dated July 9, 2008 recommending <br />SPENDING a change in the City's Flexible Spending Account administrator to <br />6 <br />
