MINUTES <br />CITY COUNCIL <br />JULY 22, 2015 <br />The foregoing resolution was duly seconded by Torkelson. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />SALE OF The City Administrator reported that the Public Works Department is <br />FORMER almost completely moved out of the property at 3100 Country Drive. <br />PUBLIC He reviewed his report dated July 17, 2015 which details some suggested <br />WORKS parameters for the sale of this property. The Administrator noted that the <br />GARAGE City has had several inquiries about this property; therefore, it was his <br />SITE suggestion that the City attempt to market it without a realtor. The <br />Administrator noted his suggestion that the City provide matching funds <br />of up to $50,000 to offset the cost of enhancing the building facade visible <br />from Country Drive with the goal to provide an incentive to upgrade the <br />streetscape along Country Drive. He also noted his recommendation that <br />outdoor storage on this site be limited to the fenced in area north of the <br />building. The Administrator also indicated that in reviewing the <br />surrounding zoning, it appears it would be most appropriate to rezone this <br />property from Public (P) District to Planned Unit Development (PUD) <br />District. <br />McGraw stated that he supported the parameters as outlined in the City <br />Administrator's report and felt providing a financial incentive to improve <br />the facade of the building was appropriate. McGraw asked about the <br />property on the south of the building. The Administrator noted that <br />parking for the building is on the south, and the remainder of this area <br />would be too narrow to use. The Administrator felt that outdoor storage <br />on the south of the building should be prohibited as it would add clutter to <br />the site. <br />The consensus of the Council was to not offer a contract for deed <br />financing option. The City should market the property as otherwise <br />outlined in the Administrator's July 17th report. <br />The Administrator indicated that he would put together a fact sheet for this <br />property and send that to those parties that have expressed interest in it. <br />He would then proceed with having a for sale sign made. <br />ARENA McGraw reported that he has been serving on the Ramsey County Arena <br />TASK Task Force which is studying the future of the County's 13 indoor ice <br />FORCE rinks. McGraw reported that a series of public meetings are being held <br />UPDATE to identify the stakeholders in the process, changing demographics, as well <br />as the condition of existing facilities. McGraw noted that the Task Force <br />is charged with coming up with a long-term plan for these County <br />14 <br />
