MINUTES CITY COUNCIL JULY 22, 2015 The foregoing resolution was duly seconded by Torkelson. Ayes (5). Nays (0). Resolution declared adopted. SALE OF The City Administrator reported that the Public Works Department is FORMER almost completely moved out of the property at 3100 Country Drive. PUBLIC He reviewed his report dated July 17, 2015 which details some suggested WORKS parameters for the sale of this property. The Administrator noted that the GARAGE City has had several inquiries about this property; therefore, it was his SITE suggestion that the City attempt to market it without a realtor. The Administrator noted his suggestion that the City provide matching funds of up to $50,000 to offset the cost of enhancing the building facade visible from Country Drive with the goal to provide an incentive to upgrade the streetscape along Country Drive. He also noted his recommendation that outdoor storage on this site be limited to the fenced in area north of the building. The Administrator also indicated that in reviewing the surrounding zoning, it appears it would be most appropriate to rezone this property from Public (P) District to Planned Unit Development (PUD) District. McGraw stated that he supported the parameters as outlined in the City Administrator's report and felt providing a financial incentive to improve the facade of the building was appropriate. McGraw asked about the property on the south of the building. The Administrator noted that parking for the building is on the south, and the remainder of this area would be too narrow to use. The Administrator felt that outdoor storage on the south of the building should be prohibited as it would add clutter to the site. The consensus of the Council was to not offer a contract for deed financing option. The City should market the property as otherwise outlined in the Administrator's July 17th report. The Administrator indicated that he would put together a fact sheet for this property and send that to those parties that have expressed interest in it. He would then proceed with having a for sale sign made. ARENA McGraw reported that he has been serving on the Ramsey County Arena TASK Task Force which is studying the future of the County's 13 indoor ice FORCE rinks. McGraw reported that a series of public meetings are being held UPDATE to identify the stakeholders in the process, changing demographics, as well as the condition of existing facilities. McGraw noted that the Task Force is charged with coming up with a long-term plan for these County 14
