The current pay scale for PW Superintendent is: <br />Start 6 Mo. 1 2 3 4 5 <br />72,561 73,500 75,000 77,000 79,000 81,000 83,000 <br />The proposed scale for PW Director for 2016 would be: <br />Start 6 Mo. 1 2 3 4 5 <br />75,000 76,500 79,250 81,500 84,500 87,750 91,000 <br />If the Council agrees with this change, I would recommend it become effective on September 1, 2015. <br />Given Mr. Dircks is at the top of the PW Superintendent scale, I would also recommend placing him on <br />year 3 of the PW Director scale for the balance of 2015 and Year 4 of the new scale for 2016. (Please <br />note that the proposed PW Director scale was based on 2015 numbers and then increased by just over <br />2% for 2016.) <br />Code Enforcement/Planner: <br />Jessica Jagoe has been our code enforcement officer for many years now. She also handles utility <br />billing including organized collection billings, newsletter coordination, recycling coordination, website <br />oversight, assisting Kathy with election responsibilities, and front office backup support. Jessica is also <br />completing her undergraduate degree in City Planning by year end. <br />Ms. Jagoe has shown a great aptitude for code interpretation and the planning area. I believe it would be <br />in our best interest to elevate her to a staff planner position that is supported by our consulting planner. <br />(I have briefly discussed this with the City Planner and he is supportive of the concept.) If we pursue <br />this avenue, Jessica would also continue her code enforcement responsibilities in addition to providing <br />back-up support to other areas. At this time, it would also seem logical for her to continue in her roles <br />and website oversight and newsletter coordination. <br />This move would necessitate some additional part-time front office staffing to take over utility billing <br />and office support. I envision this additional staffing to be on a 1/2 time basis. <br />Because this is a new concept for you to consider, I have not prepared any budget estimates of this <br />proposal nor am I making a formal recommendation at this time. However, I believe this approach gives <br />us the opportunity to further develop an excellent employee whose education we have invested in. I <br />believe it would also increase our staff capabilities and over time, it will allow us to provide even a <br />higher level of customer service. Your feedback/direction on this possibility would be appreciated. <br />Parks & Recreation Director: <br />While Jim Morelan has not yet made an official announcement, he has discussed his future retirement. <br />To that end, staff believes we should continue this workshop until 6:00 on Wednesday, August 26th at <br />which time we should invite the Parks & Recreation Commission and representatives of the Little <br />Canada Recreation Association to review recent staff responsibilities, programming offerings, <br />enrollment figures, financial information of the department, and what other cities are doing in the <br />recreation area to help us focus on where we want to go in the future. I envision this at the starting point <br />of a planning process that will help us decide on future staffing plans. <br />3 <br />
