POSITION DESCRIPTION <br />CITY CLERK <br />8. Supervises and coordinates the conduct of City elections. Oversees the maintenance of <br />voter registration files, oversees the absentee ballot process, prepares and publishes <br />election notices, arranges polling place locations, coordinates maintenance of and <br />conducts the testing of voting machines, supervises the recruiting and conducts training <br />of election judges, oversees election -day process and the tabulation and reporting of <br />election results. <br />9. Oversees and administers the City licensing process for liquor, gambling, pawn brokers, <br />second hand goods, amusement device, and massage therapy businesses in accordance with <br />State Statutes and City Policies. Processes applications, conducts background checks and <br />compliance inspections, prepares monthly gambling reports, and issues licenses after <br />Council approval and final approval by any applicable State agency. Ensures that an annual <br />public hearing is held for consideration of an increase in applicable liquor licenses. Answers <br />inquiries regarding licensing. Files licensing report annually with the State Department of <br />Revenue. Files 10% Gambling report annually with the Gambling Control Board. <br />10. Administers and coordinates the City assessment process in accordance with State Statutes <br />and City Ordinances, including drafting and publication of legal notices and mailings, and <br />coordination of assessment process with Ramsey County. Processes assessment <br />reapportionments as requested by Ramsey County. <br />11. Answers questions on assessments, files documents relating to assessments, and assessment <br />searches, as well as maintains the City's internal assessment records including schedule of <br />HIA, municipal, and senior citizen deferrals. <br />12. Maintains City Policies and Procedures Manual. <br />13. Maintains City Personnel Policy and job descriptions. <br />14. Serves as Human Resource Coordinator, administering employee insurance benefit program, <br />ensuring required HR notices are distributed, compiles salary survey results assisting in <br />salary recommendations to the Council, and coordinates filing of Pay Equity Report with the <br />State. Coordinates mandatory drug testing program for applicable employees. <br />15. Serves as Federal Census Coordinator. <br />16. Serves as City's United Way Coordinator. <br />17. Serves as Chair of Safety Committee. <br />18. Implements special projects and attends to administrative detail as assigned by the City <br />Council and/or City Administrator, including conducting research, preparation of reports, <br />recommendations, and correspondence. <br />19. Informs the City Administrator of important developments that he/she needs to know to <br />manage overall areas of responsibility effectively. <br />20. Relieves the City Administrator of administrative detail as may be assigned or as apparent. <br />52 <br />
