MINUTES
Parks & Recreation Commission
April 1, 2004
The Director stated that he would give the Commission a map showing the locations of the new
signs at the next meeting. The signs will be small, reflectorized signs on metal posts and will be
installed this spring. However, the Director stated that he will take a look at non-reflectorized
signs too before placing the order.
ARBOR DAY The Director stated that this year's Arbor Day celebration is scheduled on Friday, April 30,
2004 at 1:00 p.m. at Pioneer Park. He commented that the ls` grade class from Little Canada
Elementary School has already contacted us about attending the event.
SKATEBOARD The Director stated that he has received a request from a Little Canada youth for installation of
PARK a skateboard park. Sanders mentioned that some cities have surfaced existing hockey rinks with
concrete or bituminous and use portable BMX pieces to form the park. Sanders commented that
Shoreview and White Bear Lake have supervised skateboard parks and they charge admission.
Sanders stated that he would recommend installing concrete since asphalt could cause premature
melting of the ice. However, a white sheet of plastic could be laid down on the asphalt to
prevent the melting. Concrete can crack and work its way up. The Director stated that most of
the rinks he has seen that are used for skateboarding have a concrete base. He asked Sanders to
obtain cost estimates and stated that the Commission can continue discussion on this issue at
next month's meeting.
ICE CREAM The Commission felt that last year's event went well and felt that a similar social should be
'CIAL scheduled again this year. The same vendors will be asked to help.
Crary recoznmenderl scheduling this year's Ice Cream Social on Thursday, August S, 2004 at
Spooner Parlt and the same time anrl.format as last year will be used.
Motion seconded by Gray.
Motion carried 6- 0.
TRAIL BIDS Sanders stated that Rondeau Park has a few more items needing attention and he was unsure on
the timeline for completion. The Commission expressed concern about the length of time
completion has taken.
Trail bids will be advertised shortly after a few more areas are surveyed. Trails will be bid as a
separate project. The Commission expressed concern about the advertisements coming out too
late. They want to make sure we receive several bids. The Director stated that since the project
is so large, he felt there would be no problem in receiving a number of bids.
DIRECTOR'S The Director reported on the following items:
REPORT
The Spring Clean-up Day is scheduled on Saturday, May 1, 2004 from 8 a.m. to 2 p.m.
WaterFest is scheduled on Saturday, May 22, 2004 from 10 a. m, to 3 p.m. This event is
sponsored by the Ramsey-Washington Metro Watershed District and is held at the Phalen
Park Pavilion.
