MINUTES <br />PLANNING COMMISSION <br />AUGUST 13, 2015 <br />With regard to the PUD Permit for outdoor storage, the City Planner <br />indicated that Precision Tree is requesting outdoor storage behind both <br />buildings. Again, the buildings will provide screening for the outdoor <br />storage. Precision Tree will be occupying a portion of the new building as <br />well as renting out space to tenants. <br />The Planner reported that the existing Precision Tree building consists of <br />6,000 square feet and the proposed building will be 10,570 square feet. <br />He reported that the new building will have overhead doors facing South <br />Owasso Blvd., there will be some awnings over door spaces and a sign <br />band along the top portion of the building facing South Owasso. The <br />building will be constructed of rock -face concrete block. The building <br />appears to be consistent with the City's Code requirements, however, full <br />site development plans need to be submitted showing design drawings, <br />building facades, landscape plan, etc. The Planner noted that the outdoor <br />storage areas and parking and circulation areas need to be paved. The <br />Planner indicated that when those plans are submitted and reviewed and <br />approved by planning staff and the City Engineer, it is his position that the <br />rezoning, property division, and PUD Permit requests would be <br />appropriate. <br />The City Planner noted that Precision Tree has been struggling with <br />property compliance issues for a number of years. The PUD would create <br />a set of guidelines that this property owner could live within. The Planner <br />again noted that additional building detail and site development details are <br />needed. Given the amount of paving that would be required, the City <br />Engineer will have to review grading and drainage and storm water <br />management details. The Planner stated that with the appropriate detail, it <br />is staff's comment that the requests are consistent with the intent of the <br />code in this location. <br />Duray asked how this proposal fit within the Comp Plan for the area. The <br />City Planner noted that the Comp Plan guides the area for industrial use. <br />The Planner also noted that the proposed use is consistent with the City's <br />land use standards. <br />Schwalbach asked if approval of this request would cause any concern <br />relative to precedent. The Planner noted that there is some PUD zoning in <br />the Ryan Industrial Park area. The Planner again stated that the proposed <br />use is consistent with the Land Use Plan and with other actions that the <br />City has taken in this area. The Planner felt the request was a reasonable <br />one. <br />Buesing asked if the paving that would be required exceeded any pervious <br />surface requirements.
