MINUTES <br />PLANNING COMMISSION <br />AUGUST 13, 2015 <br />District has impervious surface maximums. He noted, however, that a <br />storm water management will have to be submitted and approved by the <br />City Engineer. <br />Reg Plowman, RJ Marco, reported that he is the developer/contractor <br />working with Precision Tree on this project to create a use that works for <br />them and that will fit within the South Owasso area. Plowman reported <br />that they wanted to ensure that the City was accepting of the proposal <br />prior to spending the money on the detailed plans that the City Planner has <br />mentioned. Plowman indicated that they have no problems with <br />complying with the recommendations made by the City Planner. <br />Duray asked about the overhead doors. Plowman reported that the spaces <br />for lease within the new building will be attractive to start-up businesses <br />and indicated that in his experience the type of businesses that will locate <br />in this building will require overhead doors. Plowman noted that there are <br />a couple of similar buildings in the area. Duray asked about the impact on <br />parking. Plowman reported that the overhead doors would be used for <br />deliveries such as from UPS. Plowman did not anticipate that parking <br />would occur in front of those doors. The Planner indicated that the <br />parking proposed exceeds the City's parking requirements. The Planner <br />noted that while overhead doors would be allowed on the front of the <br />building, large dock doors are not. The use of these doors for short-term <br />deliveries is acceptable. Parking will have to be managed among the <br />building tenants. <br />Duray asked if the tenants would be allowed outdoor storage behind the <br />building. Plowman reported that that would be negotiated with tenants as <br />part of their lease. <br />Duray asked if there would be a common drive shared by the tenants of <br />the two properties. The Planner replied that there would and that the PUD <br />Agreement would need to address this issue and there would have to be <br />cross -easements granted. The Planner stated that that was not an <br />uncommon situation. <br />Duray pointed out that Precision Tree has had challenges with compliance <br />on this property, but noted that they are a good business that has been in <br />the City for many years. He felt the proposal before the Commission <br />would help resolve the compliance situation. Duray also stated that the <br />new building proposed would be a big improvement to the area and would <br />help screen the outdoor storage use. Ledin agreed. <br />Schwalbach recommended approval of the Rezoning from Industrial -Park <br />(I -P) District to Planned Unit Development (PUD) District, Property <br />3 <br />
