MINUTES <br />Parks & Recreation Commission <br />May G, 2004 <br />Tony Mans of 160 Yorkton Ridge stated that there is no easy access to parks on their side of the <br />freeway. He would like to see some type of park in their neighborhood even though it may be <br />small. Another option to consider would be access to the Water Works trail. However, a couple <br />of residents have expressed concern with that option due to unlimited access from the trait into <br />their neighborhood. <br />Sackett Glaser stated that she favors access to the Water Works trail due to the additional uses <br />that would benefit more people. Gray agreed. Access to the Water Works trail would give <br />adults and children access to parks, trails, and open spaces. <br />Nancy Walstad of 150 Yorkton Ridge stated that she is concerned that access to the Water <br />Works trail could bring additional unwanted activity into their neighborhood. She stated that <br />there is a lot of vandalism, partying, stealing, etc. that occurs on the Water Works property. She <br />would want to see more patrol of that area by law enforcement personnel. The Director stated <br />that he will share their concerns with the Ramsey County Sheriff's DeparCment and ask for <br />additional patrol of that area. <br />White commented that there is a holding pond planned for Hidden Acres. He suggested using <br />that lot for a play area if the pond is not needed. <br />Sanders reviewed plans for trail completions in Little Canada so that the residents present could <br />see all of the potential for access to parks from the trail system. He stated that a bridge would <br />be necessary to access the Water Works trail from the Hidden Acres development due to the <br />creek. The bridge and accompanying trails would cost approximately $100,000. White stated <br />that it would be nice to at least have a trail connection from Country ,Drive or South Owasso <br />Boulevard to the Water Works trail. Sanders felt that a trail connection from Condit to South <br />Owasso Boulevard would be the least expensive option. <br />Sackett Glaser felt that the Commission should consider a trail connection to service the <br />Yorkton Ridge/Ilidden Acres area. T'he Director stated that the City Engineer could be asked to <br />come up with different access scenarios. Sackett Glaser felt that the developer of Hidden Acres <br />should be asked to leave access to the Water Works trail in his plans. <br />Larson recannzenderl asking tke City Engineer to look into options,for a trail connectimz <br />from Hirlrlen Acres to the Water Works trail and adding this connection to the Parks Master <br />Plan. <br />Motion seconded by Boss. <br />Motion ca~rrierl 5 - 0. <br />GERVAIS The Director stated that the Gervais Hills development is located off County Road 'B2 east of <br />HILLS PARK EdgerCOn Street and includes twelve new residential lots. There is trail access on B2 <br />CHARGE and there is no plans for a park in this area so he felt that parkland is not necessary. <br />Page 2 of 4 <br />
