MINUTES <br />Parks & Recreation Commission <br />May 6, 2004 <br />Steinert recon[n[enrlerl that cash he accepted in. lieu. of land, for the park charge on the <br />Gervais Hills resirlentiad [levelopn[ent. <br />Motion secon[led liy Gray. <br />Motion carried S - 0. <br />STOP SIGNS The Director stated that stop signs will be installed on an experimental basis on the trail under <br />ON TRAILS the power lines that run from Payne Avenue east. <br />SKATEBOARD Sanders presented some options for a skateboard park to the Commission. The prices for puts <br />PARK range from $37,000 to $68,000. The parts are made of steal so they are portable and can be <br />removed during the winter. Cost For the asphalt base would be around $30,000. This park <br />would be considered a Tier I park which is limited to four feet in height and is covered under the <br />League of Minnesota Cities' insurance. Additionally, supervision is not required. Tier II parks <br />require supervision, helmets, and higher insurance policies. <br />There was some concern expressed about where the parts could be stored and whether they <br />could be easily moved. A suggestion was made to store the parts outside at the Old Fire Hall <br />near the skating rinks. <br />Sackett Glaser felt the addition of a skateboard park would help f 11 a recreational need for <br />teenagers. Sanders agreed, stating that the park would see a lot of use. Sackett Glaser <br />suggested adding this item to the parks priority list for future funding when money becomes <br />available. <br />TRAIL BLDS Sanders stated that the trail bid plans are complete. Advertisement for bids will occur on May <br />20 with the bid opening to occur on June 8. He commented that there are still two problems that <br />need resolution. First, approval is still pending for the railroad crossing. Secondly, Maplewood <br />does not own the property all the way through to Walter Street. This area is very wet and may <br />require a boardwalk. <br />Sackett Glaser expressed concern with the boardwalk concept since they can require <br />maintenance. She commented that the boardwalk in a Roseville park she recently visited is <br />falling apart. Sanders stated that new boardwalks have superior quality and are very durable <br />requiring little maintenance. He felt that the project should be bid with trail access to Maple <br />Leaf Court and the access to Maplewood could be finished later with a boardwalk. <br />Sanders stated that there are areas where signs will need to be moved to accommodate the new <br />trail connections. He felt that a meeting should be scheduled with the City Engineer and staff to <br />discuss this and other matters. The Director indicated that he would set up a meeting. <br />DIRECTOR'S The Director reported on the following items: <br />REPORT <br />Residents of the Costa/Desoto/Allen area cleaned up Pioneer Park on April 24.
