MINUTES <br />CITY COUNCIL <br />AUGUST 26, 2015 <br />PROJECT <br />PHASE II <br />improvements at the Veterans Memorial Project. The Phase II <br />improvements include a Freedom Wall, War Dog Memorial, additional <br />benches, and sidewalk installation which would lead to a future overlook <br />dock. <br />The Administrator noted that the Veterans Committee is requesting that <br />the City pay the cost of sidewalk installation. He indicated that prior to <br />this project, the City had plans in place for the installation of sidewalk/trail <br />along Round Lake. The Administrator noted that the proposed sidewalk <br />not only enhances the Veterans Memorial, but the Round Lake park land <br />area as well. The quote for the sidewalk installation is $20,048 and the <br />Administrator indicated that funding could come from the Park Land <br />Acquisition Fund or the Infrastructure Fund. <br />Additional features planned for Phase II include granite pavers to <br />recognize Little Canada residents that were killed in action. The quote <br />from Schoenrock is $1,200. Rivard Stone has submitted a quote for the <br />Freedom Wall, six benches, engraving, and the War Dog Memorial in the <br />amount of $30,042. Staff is verifying the number of pavers that will be <br />necessary, with the estimate cost at $500. <br />The Administrator noted that the Phase II costs total $65,780. With the <br />City paying for the sidewalk installation, the Committee costs would be <br />$45,732. To date the Committee has raised approximately $43,000. <br />There will be additional costs to complete the project, with staff estimating <br />the cost to complete the project including sidewalk work between $90,000 <br />and $100,000. <br />The Administrator recommended that the council award the quotes <br />totaling $65,780 as well as authorize City funds up to $20,048 for the <br />sidewalk installation. <br />The Administrator also noted that one of the bronze plaques was stolen <br />from the memorial stone some months ago. The company that made the <br />plaque has offered to split the cost of a replacement. That cost would be <br />$387.50. The Chair of the Committee has found someone who will <br />securely mount the new plaque. The Administrator also recommended <br />that the Council approve the purchase of the replacement plaque. <br />The Council discussed the Administrator's recommendations and was in <br />support of the award of the quotes as well as the City's funding of the <br />sidewalk. There was also discussion about additional improvements after <br />Phase II is completed, and Fischer indicated that the Committee does not <br />intend to pursue a Phase III. The Administrator indicated that there may <br />be some interpretive signs added to the project. <br />12 <br />
