MINUTES <br />PARKS & RECREATION COMMISSION <br />October 1, 2015 <br />VANDALISM The Director reviewed incidents of vandalism and theft that has occurred <br />AND THEFTS in the City's parks. These include broken windows in the Pioneer Park <br />IN PARKS building, damage to the concession roll -up doors, the theft of bronze plaques <br />from parks, and a break-in at the Spooner Park garage with the loss of several <br />valuable items. The Director reported that someone has been charged relative <br />to the Pioneer Park building damage. He is also working towards the <br />replacement of the plaques with the plan being to replace them with materials <br />that will not have a scrap value. <br />Maida asked if there were security cameras at these locations. The Director <br />reported that cameras will be installed at Pioneer Park. There will be <br />consideration given to installing cameras at Spooner Park as well, but the <br />Director was not sure that the City has the same monitoring capabilities <br />available to Spooner Park as it does at Pioneer Park. The Director also reported <br />that there is a security system at the Pioneer Park building, but by the time there <br />is a response to a call, the perpetrators are long gone. Vang suggested that just <br />posting signs stating that a building is being monitored via a security system <br />could serve as a deterrent. Horwath indicated that there may be some liability <br />that goes along with posting a sign, so that should be checked into prior to <br />putting up signs without actually having a security system in place. <br />The Director also reported that the vandals broke the lights at the Spooner Park <br />building prior to breaking in lessening the likelihood of being seen. Maida <br />pointed out that there are vandal -proof lights available. <br />Sullivan noted that at approximately the same time, the City of Roseville had <br />several bronze plaques stolen. Maida suggested that police reports be <br />coordinated between the Roseville Police Department and the Ramsey County <br />Sheriff's Department. The Director indicated that he would do so. Sanders <br />reported that there were also bronze plaques stolen in the City of St. Paul during <br />the same timeframe. <br />Vang suggested that an evaluation be done of the need/feasibility for security or <br />camera systems at all park facilities, such as the warming houses, etc. The <br />Director agreed that such a review would be done. <br />FALL The Director reported that the City is currently taking registrations for <br />REGISTRATIONS basketball leagues. Fall gymnastics are currently underway with 17 children <br />participating. <br />EAGLE SCOUT <br />PROJECT <br />The Director indicated that the pergola has been completed over the picnic <br />table area in Veterans Memorial Park. That project turned out well, and the <br />Director suggested that the Commissions take a look at it. Miller suggested that <br />pictures of the project be added to the City's web site or in a future newsletter. <br />Sanders noted that construction of Phase II in Veterans Memorial Park is <br />underway and it is hoped that most of this project will be completed in the fall. <br />2 <br />
