MINUTES <br />CITY COUNCIL <br />SEPTEMBER 23, 2015 <br />3100 COUNTRY <br />DRIVE <br />PURCHASE <br />AGREEMENT <br />NOVEMBER <br />COUNCIL <br />MEETINGS <br />2016 <br />PRELIMINARY <br />BUDGET <br />RESOLUTION NO. 2015-9-184 — SUSPENDING PARLIMENTARY <br />PROCEDURAL RULES AND MOVING AGENDA ITEM NO. 5 TO <br />THE END OF THE CITY COUNCIL AGENDA SO THAT A CLOSED <br />SESSION TO DISCUSS THREATENED LITIGATION RELATIVE <br />TO 2708 EDGERTON STREET CAN BE HELD NEAR THE END OF <br />THE COUNCIL MEETING <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that the purchase agreement for <br />3100 Country Drive is not in final form. All terms and conditions have <br />been agreed to, however. The Administrator noted that the Council <br />previously approved the purchase agreement subject to the City Attorney's <br />final approval. He noted that City staff will move forward with the <br />agreement on that basis. <br />The City Clerk reported that the first Council meeting in November falls <br />on Veterans Day, and City business cannot be conducted on a legal <br />holiday. She also reported that the second Council meeting in November <br />is the evening before Thanksgiving, and past practice has been to move <br />that meeting to earlier in the week. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-9-185 — RESCHEDULING THE <br />NOVEMBER 11 AND 25, 2015 REGULAR COUNCIL MEETINGS TO <br />MONDAY, NOVEMBER 9, 2015 AND MONDAY, NOVEMBER 23, <br />2015 AT 7:30 P.M. AT THE CITY CENTER <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The City Administrator noted that at its last meeting, the City Council <br />reviewed the preliminary 2016 Budget which projected a 5.33% gross <br />levy increase and a 6.25% net levy increase. At that meeting, the Council <br />indicated that they would like the preliminary increase at no more than 4% <br />and ideally at 3% or less. The Council then instructed City staff to prepare <br />a list of possible revenue increases or expense reductions that could be <br />used to lower the preliminary levy amount.
