MINUTES <br />CITY COUNCIL <br />OCTOBER 14, 2015 <br />COUNTY <br />ROAD B-2 <br />RAILROAD <br />MEDIAN <br />The City Administrator noted that one of the proposed improvements <br />necessary for the creation of the quiet zone include the addition of <br />concrete medians on the east and west side of the county Road B-2 <br />crossing along with upgrades of the crossing equipment at several of the <br />crossings in the City. The medians are proposed for the County Road B-2 <br />crossing because medians at this crossing will have the least impact to <br />abutting properties. The Administrator indicated that the goal is to have <br />the work done this fall, so in the event the railroad receives crossing <br />upgrade equipment, they can begin work in its installation over the winter. <br />The Administrator reported that the City Engineer received one quote for <br />the installation of the median and it was double the estimate provided by <br />SEH. The Administrator also reported that the City of Shoreview has <br />begun this median work in their city, and the cost is also double the <br />estimate. <br />The Administrator reported that rather than delay the work until additional <br />estimates can be obtained, that the Council authorize City staff to award a <br />quote for the median work up to a $75,000 maximum. In the meantime, <br />the City Engineer has been in contact with additional contractors and is <br />hoping to have some additional quotes very soon. <br />McGraw asked the length of the median. The Administrator reported that <br />the length of the median is determined by the class of abutting property. <br />A 100 foot median is required if abutting property is residential and a 60 <br />foot length if abutting commercial property. The Administrator again <br />noted that County Road B-2 was chosen for the median installation as it <br />would have the least impact on abutting properties. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-10-200 — AUTHORIZING CITY STAFF TO <br />AWARD THE COUNTY ROAD B-2 MEDIAN WORK RELATIVE TO <br />ESTABLISHMENT OF QUIET ZONES IN THE CITY UP TO A <br />MAXIMUM OF $75,000 <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0).
