MINUTES <br />CITY COUNCIL <br />OCTOBER 14, 2015 <br />PURCHASE <br />AGREEMENT <br />FOR 30 <br />LITTLE <br />CANADA <br />ROAD <br />DEVELOPMENT <br />AGREEMENT - <br />2955 & 2957 <br />ARCADE <br />STREET <br />The City Administrator reported that Joseph Tereau has informed the City <br />that he would like to sell his property and asked if the City would be <br />interested in selling it. The Administrator reported that the City then had <br />an appraisal done, and has offered Mr. Tereau the appraised value of <br />$105,000. Mr. Tereau has verbally accepted the offer and a purchase <br />agreement was forwarded to him. The Administrator indicated that he has <br />not received the sign copy back as yet. The Administrator recommended <br />approval of the purchase agreement for 30 Little Canada Road subject to <br />receipt of an executed copy from the property owner. The Administrator <br />reported that if this sale is finalized, there is one house left to acquire <br />within the initial targeted area as well as the one house adjacent to the <br />railroad tracks. <br />Montour asked about demolition of the structure. The Administrator <br />indicated that if this purchase is finalized, the City has four structures to <br />demo. He indicated that he will put out a request for proposals for the <br />demolition of all four structures. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-10-201— APPROVING THE PURCHASE <br />AGREEMENT FOR 30 LITTLE CANADA ROAD SUBJECT TO <br />RECEIPT OF AN EXECUTED COPY FROM THE PROPERTY <br />OWNER AND AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO EXECUTE THE AGREEMENT ON BEHALF <br />OF THE CITY <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that he has negotiated a revised <br />Development Agreement for the rehabilitation of 2955 and 2957 Arcade <br />Street with the property owner, Roger Berres. Mr. Berres has executed <br />this Agreement, and has indicated that he wants to thank the Council for <br />working with him. <br />The Administrator reviewed the major changes in the Development <br />Agreement as outlined in his October 9th report. He noted that the initial <br />work scope prepared by the Housing Resource Center (HRC) is being <br />termed as preliminary, and a final work scope will be prepared to govern <br />the project. Other changes include the City's paying half the cost of <br />(HRC) for oversight of the project. The Administrator indicated that this <br />meets the public purpose test since the rehab project will avoid legal <br />11 <br />
