MINUTES <br />CITY COUNCIL <br />OCTOBER 14, 2015 <br />CONSENT <br />AGENDA <br />EVENING AND AS OUTLINED IN THE CITY CLERK'S REPORT <br />DATED OCTOBER 8, 2015 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (1) Montour. Resolution declared adopted. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-10-197 - APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS; <br />*APPROVAL OF SUBSCRIBER AGREEMENT FOR MN COURT <br />DATA SERVICES AND AUTHORIZING THE MAYOR, CITY <br />ATTORNEY, AND CITY ADMINISTRATOR TO EXECUTE ON <br />BEHALF OF THE CITY; <br />*CALL FOR WORKSHOP FOR WEDNESDAY, OCTOBER 28, 2015 <br />AT 6:00 P.M. TO REVIEW CONCEPT REDEVELOPMENT OF <br />FORMER BALLY'S PROPERTY; <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />McGraw asked if there was any cost associated with the Subscriber <br />Agreement for the MN Court Data Services. The Administrator was not <br />sure, but noted that this access is necessary for the City Attorney's office. <br />If there is a cost, it will likely be passed on to the City. <br />AMEND The City Administrator reviewed the City Attorney's October 7, 2015 <br />CONCEAL & report relative to the City's Discharge & Concealment Ordinance. The <br />DISCHARGE Administrator noted that this ordinance is contrary to State Statute 606.66 <br />ORDINANCE and allows the City to grant a permit to carry a concealed dangerous <br />weapon including a switch blade and metal knuckles. State Statute makes <br />possession of these items illegal. The City Attorney is recommending that <br />Section 1203.070 be deleted from the City Code, therefore, eliminating the <br />City's licensing authority to carry concealed weapons and/or discharge <br />firearms. Authority for this licensing will remain with the State. <br />8 <br />
