MINUTES <br />PLANNING COMMISSION <br />AUGUST 12, 2004 <br />Melloy reviewed the restaurant floor plan indicating his plans to expand <br />restroom facilities at the billiard hall and also pointing out that there are <br />currently two separate billiard areas that are separated by a half wall. <br />After considerable discussion relative to monitoring alcohol sales and <br />controlling alcohol consumption, the Commission and Melloy agreed that <br />alcohol sales and consumption would be limited to the back billiard area. <br />Mellow indicated that he would likely use a portable bar in this area that <br />would be locked down and put away. Melloy indicated he would be <br />requesting a 2 a.m. liquor license, but would plan to have last call at 1 a.m. <br />with the bar locked down and put away after that. It was noted that <br />Coliseum has a closing time of 4 a.m. <br />Melloy indicated that he would plan to raise the height of the half wall to a <br />minimum of 6 feet so that beer could not be passed over the wall to under <br />aged customers The entrance to and from the back " 21 and over" portion <br />of the billiard hall would be monitored and controlled. <br />Duray stated that given he owns and operates a competing business in the <br />City, he would refrain from discussing and voting on this matter. <br />Barraclough noted that Melloy had demonstrated due diligence in running <br />his business, and felt that the request under the conditions discussed was <br />acceptable. Rheaume agreed and stated that he supported the separation of <br />the two areas, one area for the 21 and over crowd where beer would be <br />served, and the other where there would be no alcohol sales or <br />consumption. <br />Barraclough recommended approval of the Amendment to Conditional <br />Use Permit to allow alcohol sales as part of the Coliseum Billiard <br />operation at 2900 Rice Street as requested by Mike Melloy subject to <br />compliance with the recommendations of the City Planner, and subject to <br />the separation of the billiard areas as discussed by a minimwn height wall <br />of 6 feet with the entrance into the billiard area where alcohol is to be <br />served and consumed to be monitored and secured. <br />Motion seconded by Wojcik. <br />Motion carried 5 - 0. Duray abstained. <br />VARIANCE 'Beverly Hoffman, Round Lake Trail Townhome Association, appeared <br />FROM before the Commission requesting approval of a Variance from the <br />SHORELAND Shoreland District setback requirement to allow the replacement and <br />SETBACK - extension of a retaining wall Hoffman reported that the existing wall <br />ROUND LAKE in front of two of the townhome buildings is rotting and needs <br />-4- <br />
