MINUTES <br />CITY COUNCIL <br />OCTOBER 28, 2015 <br />RICE STREET/ <br />694 BRIDGE <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that the County is pursuing a consultant <br />to develop a concept design for the replacement of the Rice Street bridge <br />over I-694, and is ready to issue a Request for Proposals (RFP) for this <br />work. Having a concept design for this project will allow for better cost <br />estimates for the project. The Administrator reported that once the design <br />and cost estimates are available, the plan is to bring this project to the <br />Legislature for funding. He noted that MN DOT does not have the project <br />in its foreseeable funding plan. <br />The Administrator reported that the County met with the respective <br />jurisdictions to discuss the RFP process. The estimated cost for the work <br />is $600,000 and the proposal is to split this cost with the County paying <br />$300,000, Shoreview paying $150,000, and Vadnais Heights and Little <br />Canada each paying $75,000. When the project moves forward, the City's <br />$75,000 would then be applied toward its applicable project costs. The <br />Administrator indicated that he was looking for the Council's position on <br />this process given the cost implications to the City. <br />Torkelson stated that his only concern was with a project design that MN <br />DOT may not be in support of. The Administrator reported that MN DOT <br />will be involved in the planning process. <br />The consensus of the Council was that this process should keep moving <br />forward as described by the City Administrator. <br />PURCHASE The City Administrator reported that the Council recently approved a <br />AGREEMENT- purchase agreement for 30 Little Canada Road. However, in negotiating <br />30 LITTLE the terms of the purchase agreement, the property owner has requested <br />CANADA that his share of closing costs be capped at $1,000. The Administrator <br />ROAD anticipated that the closing costs would be close to that amount, and at <br />worse, the City would pay $200 to $300 toward these costs. The <br />Administrator presented a revised purchase agreement capping the closing <br />costs to the seller at $1,000, and recommended approval of the agreement. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-10-213 — APPROVING THE REVISED <br />PURCHASE AGREEMENT FOR 30 LITTLE CANADA ROAD AS <br />SUBMITTED BY THE CITY ADMINISTRATOR AND <br />12 <br />
