MINUTES <br />CITY COUNCIL <br />JANUARY 14, 2004 <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Anderson, Montour, Fahey. <br />Nays (0). Resolution declared adopted. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOI UTION NO. 2004-I-2 - AD.IOURNING AS THE ECONOMIC <br />DEVELOPMENT AUTIIORITYAND RECONVENING AS THE CITY <br />COUNCIL. <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Fahey, Montour, Anderson. <br />Nays (0). Resolution declared adopted. <br />RAMSEY/ Cliff Aichinger, Ramsey/Washington Metro Watershed District, appeared <br />WASHINGTON before the City Council to request that the Council give consideration to <br />WATERSHED the sale of City property on Noel Drive across from City Hall to the <br />Watershed District so that the District could locate on that property. <br />Aichinger gave a brief history of the Watershed District pointing out that it <br />serves parts of 10 cities in Ramsey and Washington Counties. The <br />District is a taxing authority that has been in existence since 1975. Its <br />primary focus is to resolve flooding problems, to address water quality <br />issues, and to provide for better water management within the Watershed <br />District. Aichinger reported that the Watershed District has ten staff <br />members involved in permitting for construction, biological and habitat <br />improvement programs, water quality monitoring, and educational <br />programs. <br />Aichinger reported that for the past ten years the Watershed has leased <br />space from the City of Maplewood in their Public Works building. Given <br />that Maplewood needs that space, the Watershed must vacate the premises <br />by March 31". Therefore, they are in the market for approximately 3,000 <br />square feet of office space plus some heated interior storage. The <br />Watershed Board has not yet made a decision on whether or not space <br />should be owned or leased. However, in considering the need, the Noel <br />Drive site is ideal given its proximity to Gervais Mill Park and Geivais <br />Lake. The property appears to be of adequate size and would be near <br />another government building, the City Center. Aichinger felt the <br />Watershed should be very creative in the development of the site in an <br />environmentally friendly way.
