MINLI7'ES OF TLIE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />FEBRUARY 23, 2004 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council ofl,ittle Canada, Minnesota was co~rvened on the 23rd day of <br />February, 2004 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Michael I. Fahey <br />Council Member Mr. Matt Anderson <br />Council Member Mr. Jim LaValle <br />ABSENT: Council Member Mr. Bill Blesener <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Engineer Ivlr..Lee Elfering <br />Deputy Clerk Ms.I<athy Glanzer <br />IMP. NO. Mayor Fahey opened the Public Hearing to consider the improvement <br />2004-10 of Middle Street from Little Canada Road to Market Place Drive by <br />MIDDLE road reconstruction, watermain, sanitary sewer, and storm drainage <br />STREET improvements. <br />The City Engineer reviewed the existing conditions as well as the <br />proposed improvements as proposed iu Middle Street Option 1 which <br />includes on-street angle parking with sidewalk on the west side of the <br />street and Option 2 which eliminates the on-street parking and continues <br />to show sidewalk on the west side of the street. The City Administrator <br />noted that our original concept for Middle Street had angle parking along <br />the entire west side of (Little Canada Road to Market Place Drive). <br />However, with US Bank remaining, disruptions are needed for First Bank <br />Drive, US Bank's drive-through lane, and an opening to the Sherman <br />development. The City Engineer noted that the on-street parking would <br />provide for only I4 parking spaces given these openings and would be a <br />maintenance problem. The on-street parking also adds approximately <br />$20,000 to project costs. <br />
