MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 2004 <br />TWIN LAI{E Lake Road and Twin Lake Trail by watermain installation, road <br />AREA reconstruction including concrete curb and gutter, and drainage <br />enhancements. <br />The City Engineer reviewed the project history noting the poor pavement <br />condition of both Twin Lake Road and Twin Lake Trail. He noted that <br />there are currently no storm sewer improvements in Twin Lake Road <br />while the curbed section of Twin Lake Trail is served with catch basins at <br />the low points. There is no watermain in the area, while the entire area is <br />served by sanitary sewer. <br />T'he Engineer reviewed the proposed improvements that include <br />watermain improvements for Twin Lake Blvd., Twin Lake Road, and <br />Twin Lake Trail. Staff is proposing that watermain be connected to the <br />Vadnais Heights water system and would not be looped at this time. The <br />Engineer also reported that Vadnais Heights may want a 12-inch <br />watermain to be installed versus the standard 8-inch residential line. In <br />addition, street reconstruction is proposed for Twin Lake Road and Twin <br />Lake Trail. Twin Lake Road is proposed to be reconstructed to a 28-foot <br />urban section and will include storm drainage improvements. Twin Lake <br />Trail will be reconstructed at its current width and will include storm <br />drainage improvements. <br />The City Engineer reviewed the details of the City's assessment policy, <br />and noted that from au equity standpoint given the varying lot sizes and <br />frontages in the area, the proposal is to assess watermain and street <br />improvements on a per unit basis. The proposed assessment for street <br />improvements is $5,351.81 per lot and watermain is proposed at $5,600.00 <br />per lot. "I'he Engineer noted that there is no requirement for property <br />owners to connect to watermain. However, once it is installed, property <br />owners would be charged a quarterly surcharge of $14.32 for fire <br />protection and maintenance of the water system. Possible additional <br />charges over the assessment amount in connecting to watermain include a <br />water availability charge of $300, inside water permit hook-up fee of <br />$175, and outside water permit hoolo-up fee of $25.50. <br />The Engineer reviewed the proposed schedule if the project is ordered <br />which anticipates a construction start date of Spring, 2004, a substantial <br />completion date of September, 2004, and the final paving of the street in <br />Spring, 2005. <br />T he Engineer then reviewed construction issues noting that emergency <br />vehicle access would be maintained at all times. There may betimes <br />during watermain construction when access would be challenging, <br />however, the contractor would be required to maintain a minimum of one- <br />3 <br />
