MINUTES <br />CITY COUNCIL <br />MARCH 10, 2004 <br />Trail for an additional cost of $205,000 over the base watermain <br />construction estimate. This option results in a watermain dead-end <br />at the east end of Twin Lake Blvd. <br />Option 3 -two connections under the freeway one at the westerly <br />end of Twin Lake Blvd. and the other at a central point at Twin <br />Lake Trail as well as the looping of the watermain line from the <br />end of Twin Lake Trail through the Collova property and Twin <br />Lake Court to the east end of Twin Lake Blvd. It was noted that <br />the loop would consist of Little Canada watermain fiom Twin <br />Lake Trail through Twin Lake Court, or a section of the existing <br />Vadnais Heights main in Twin Lake CourC would be taken over by <br />Little Canada. Estimated cost is $291,000 over the base watermain <br />construction estimate. It was noted that this option provides for a <br />totally looped system. <br />Blesener asked if Option 3 would provide watermain service to the <br />Collova property. The City Engineer replied that it could. It was noted <br />that the property at the end of Twin Lake Trail will likely be platted, <br />although George Collova has indicated that he is not interested in <br />developing his property for the next several years. The Engineer noted, <br />therefore, that the cost of extending watermain from Twin Lake Trail <br />through Twin Lake Court would have to be borne by the City at this time. <br />Blesener noted that if watermain came from Vadnais Heights, the entire <br />Twin Lake area would be on a dead-end. The City Engineer agreed that <br />the watermain would be a dead-end until Vadnais Heights looped the line. <br />Blesener asked if there would be any cost savings if Little Canada <br />watermain is extended into the Twin Lake area at the time the Unweave <br />the Weave project is under construction. The City Engineer felt there may <br />be a slight cost savings, but felt it would be insignificant given that the <br />City would be required to case the watermain and there would still be <br />portions that would have to bejacked under the freeway as MN DOT's <br />intention is to keep traffic moving through the area. <br />A member of the audience asked about extending Little Canada watermain <br />under the railroad bridge. The City Engineer reported that he did not <br />believe there was enough room to install a pipe under the bridge adjacent <br />to the railroad tracks. Ire also indicated that the railroad is not very <br />receptive to the watermain being installed adjacent to their tracks. <br />Fahey noted that Option 2 eliminates one dead-end, provides a looped <br />system for a greater number of people than does Option 1, and brings <br />watermain to the end of Twin Lake Trail which could then eventually be <br />
