Blesener noted that the portion of <br />Twin Lake Blvd. that would be on a dead-end has a limited number of <br />houses adjacent to it, thus a low density. <br />Cheryl LeClaire Sommer noted that most of the residents in the Twin Lake <br />area prefer a looped system. She pointed out that the Vadnais Heights <br />option results in a dead-end system for an unknown period of time. <br />Fahey noted that Option 2 provides a loop for the majority of the Twin <br />Lake area; only the section of Twin Lake Blvd. lying east of Twin Lake <br />Road would be on a dead-end. <br />Blesener reported that he has lived on a dead-end watermain for 25 yews <br />and has never had a problem. <br />Andy Brown, Twin Lake Road, asked the City Engineer to review the <br />three options once more. The Engineer did so. <br />.Fahey pointed out that Option 3 did not include potential acquisition costs <br />for the Vadnais Heights watermain. Fahey did not feel Option 3 was <br />feasible. Fahey indicated that he favored Option 2 as it provided for a <br />looped watermain for the majority of properties in the Twin Lake area. <br />Montour agreed that Option 2 would provide a looped system for the <br />portion of the Twin Lake area that is the densest. <br />The City Engineer noted that Option 4 involves the extension of the <br />Vadnais Heights watermain. Blesener noted that Vadnais Heights has <br />well water, and asked if property owners would need a water softener with <br />this well water. The City Engineer indicated that the iron level in the <br />Vadnais water was higher and it is likely that a softener is necessary. <br />Keith Cook felt Option 2 was preferable and asked when the project would <br />start and be completed if it is ordered by the Council. The City Engineer <br />reported that plans would be prepared over the next couple of weeks and <br />the project would be bid in April. Once a bid is awat-ded, the project <br />would likely start in June once school is out so that construction activity <br />would not interfere with school buses. The project would take 3 to 4 <br />months to complete with the final lift of blacktop installed in 2005. <br />Fahey indicated that he prefers Option 2 as it provides a loop for Twin <br />Lake Trail as well as the potential to extend water to the Collova property. <br />This option is also consistent with the discussion with the property owners <br />in the area. Fahey felt that Option 3 that provides for a totally looped <br />system is not financially feasible. <br />
