MINUTI';S <br />CITY COUNCIL <br />MARCH 10, 2004 <br />Blesener indicated that he supports Option 2. He indicated that he has had <br />well water, and supports Little Canada water to well water. He again <br />noted that he has lived on a dead-end water line for 25 years and has never <br />had a problem. Option 2 provides for a loop for the majority of the Twin <br />Lake area. <br />Montour noted the Council's recommendation at the improvement hearing <br />was for the City to pay 50% of the cost of bringing Little Canada <br />watermain under the fi~eeway. The basis for that recommendation is that <br />this is the last area of the City to be served by watermain. Blesener noted <br />the City's higher cost participation in improvement projects where there <br />are properties on only one side of the street. Blesener felt that the City <br />owed the Twin Lake area residents Little Canada watermain, and felt the <br />50/50 cost split for bringing watermain under the freeway was reasonable. <br />Anderson noted that in areas where there were properties on only one side <br />of the street, there were no other options for a water service. He pointed <br />out that for the Twin Lake area there is a lower-cost option, that is, <br />extending Vadnais.Heights' watermain to the area. <br />Blesener noted that in the opinion of the Twin Lake area property owners <br />and in his opinion, well water was not of the same quality as Little Canada <br />water. <br />Montour noted the Mayor's comments at the improvement hearing, that <br />Little Canada needs to be in control of its own destiny. The City has <br />specific reasons for bring Little Canada water into the Twin Lake area <br />rather than bringing in water from another city. <br />Fahey noted the uncertainty as to when Vadnais I-Ieights would loop <br />watermain in the Twin Lake area, noting the discussion back as much as <br />two years go on this topic. <br />Anderson noted the recent survey results show that 11 property owners <br />prefer to have Vadnais Heights' water and 5 do not want water at all. <br />Anderson felt there was reason for these property owners to have a voice <br />and felt that the cost was something that should be considered along with <br />controlling Little Canada's own destiny. <br />Fahey agreed that there are various opinions on the improvement, but <br />noted that the majority supper is the extension of Little Canada watermain <br />into the area. <br />A Twin Lake area resident asked if the property owners would have input <br />as to the location of the water stub for their property.
