MINUTES <br />CITY COUNCIL <br />MARCH 10, 2004 <br />reported that before services are installed, the project inspector will ask <br />each property owner to mark the location that they want their water <br />service installed. He noted, however, that the water service will be <br />brought only to the edge of the right-of--way. <br />LeClaire Sommer pointed out that the expectation that the Vadnais <br />Heights watermain would be looped within a year is not based in fact and <br />is not a good probability. <br />Blesener noted that regardless, the second survey showed that property <br />owners favored Little Canada water by three to one. <br />LeClaire Sommer indicated that most of the property owners would prefer <br />to worth with Little Canada where they pay their property taxes and where <br />they have representation. <br />The City Administrator indicated that the Vadnais Heights watermain <br />could be looped by next year because there are some major property <br />owners interested in developing their property. However, there are no <br />commitments from Vadnais Heights that it would be looped, and Little <br />Canada must make a decision on the matter. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOI. Resolution failed. <br />It was noted that given the improvement project was Council initiated, it <br />would take four affirmative votes of the Council to order the <br />improvement. The Council has the option of reconsidering the <br />improvement at its next meeting when Council Member LaValle is <br />
