MINUTES <br />CITY COUNCIL <br />APRiL 28, 2004 <br />current position is that St. Paul and the City would share this revenue on a <br />50/50 basis. <br />Blesener also pointed out that St. Paul is proposing a $2.12 billing fee per <br />account as well as prorated increases to this fee based on water rate <br />increases. <br />The City Administrator indicated that staff would continue discussions <br />with St. Paul If this option proves to be unfeasible, staff will pursue a <br />water rate adjustment with St. Paul. <br />The next action plan reviewed was based on the goal "Manage the <br />Unweave the Weave Process to the Benefit of Little Canada". It was <br />noted that the Council recently granted a conditional municipal consent for <br />the Unweave the Weave project. The conditions listed in that consent <br />provide for some City input and control as part of the project. <br />Fahey suggested that the City begin working with the County as soon as <br />possible for the installation of turn lanes and other traffic control measures <br />to help mitigate traffic problems that will result as part of the Unweave the <br />Weave project which includes the taking down of the Edgerton Street <br />bridge this smmner. <br />The City Administrator reported that staff would contact the County on <br />this issue. The Administrator also informed the Council of discussions <br />that the contracting cities are having about the addition of a trafi7c <br />enforcement position. This position would be used primarily by Vadnais <br />Heights and Little Canada during the Unweave the Weave project and <br />would then be active in all the contracting cities after the completion of <br />the project. <br />The Administrator reported that the contracting cities have discussed the <br />purchase of electronic speed limit signage. The Administrator suggested <br />that Little Canada purchase a sign at a cost of $3,500. This could be <br />installed on LaBore Road which has a high level of speeding traffic. <br />Council agreed. <br />The proposed action plan for "Complete the Trail System" was reviewed. <br />The Administrator pointed out the recent discussion about a bridge <br />connection from the Burke Lane/Yorkton Ridge area to the Water Works <br />trail and Rondeau Park. He also noted the need to begin discussion with <br />impacted property owners relative to easement acquisition for missing trail <br />segments. Blesener suggested that Millennium Charity Plus be contacted <br />relative to funding the bridge. <br />
