All three options include <br />eleven single-family residential lots. <br />The City Administrator noted that Option 2 will require the acquisition of <br />20 feet of additional right-of--way from the Miller property. The <br />Administrator recommended that should a proceeding be required to <br />acquire this additional right-of--way, than that proceeding should also <br />involve the acquisition of the additional right-of--way needed for Condit <br />Street from the Miller property. <br />Fahey stated that he supported the approval of the Option 2 Preliminary <br />Plat subject to the financial arrangements for right-of--way acquisition. <br />Fahey suggested that if the financial aspects of Option 2 are not feasible, <br />than Option 3 should be pursued. <br />The City Administrator indicated that it should be noted that Option 3 (the <br />original Preliminary Plat submission with road connections to Burke Lane <br />and Yorkton Ridge) meets the City's zoning requirements. The <br />Administrator noted that the City is obligated to grant approvals to plat <br />that meet aII Code requirements. The Administrator noted that in the case <br />of the Hidden Acres plat, the City has pushed for compliance with its <br />thoroughfare plan for the area, thus Option 2 is the preferred over the <br />original submittal (Option 3). <br />Anderson noted the Park & Recreation Commission's discussion for <br />access to the Water Works trail, and asked where that connection would <br />occur. Anderson also asked about the CUP for Residential Planned Unit <br />Development relative to the garage setback issue. <br />Fahey suggested that initial discussion focus on the Preliminary Plat, with <br />focus later in the meeting on the CUP. The City Administrator noted that <br />the Commission has asked the City Engineer to evaluate access options to <br />the Water Works trail, but indicated that the access may occur via the <br />Nadeau Road right-of--way. From preliminary conversations with the St. <br />Paul Water Department it does not appear there will be a problem with <br />trail access, however, further evaluation must still be done. <br />Montour asked if the cash park charge from Hidden Acres could be <br />directed toward the cost of this trail access. The Administrator reported <br />that park charges are typically directed to the Park Land Dedication Fund, <br />however, the Council has discretion as to where to use these funds. <br />Kim Walstead, Yorkton Ridge, indicated that most of the residents in the <br />area are i^ favor of Option 2. Walstead asked if construction traffic for <br />Hidden Acres would utilize the Nadeau Road right-of--way. The City <br />Administrator indicated that construction details would be worked out in <br />the Development Agreement with the developer. It may be possible to <br />
