MINUTES <br />CITY COUNCIL <br />MAY 2G, 2004 <br />that the Millers would either not have added on to their house, or would <br />have placed the addition differently had they known of the potential to <br />improve Nadeau Road. <br />Blesener pointed out that placing the road connection on the north side of <br />the Miller property is not financially feasible. <br />Anderson pointed out that the Miller property is large enough that it could <br />be subdivided if Nadeau Road is improved. Kueppers indicated that the <br />property could be subdivided as it sits now without any additional road <br />improvement. <br />The City Administrator indicated that if the decision is to proceed with <br />Option 2, the City would then need to have an appraisal done for the land <br />needed for the additional right-of=way. That appraisal will include a <br />before and after value analysis of the Miller property <br />Fahey indicated that he supported the taking of 76 feet from the Miller <br />property so that Nadeau Road would end up with a 46 foot right-of--way <br />width as it abuts the Miller property and the Miller house would have a <br />conforming front yard setback. Tt was noted that the pavement width for <br />Nadeau Road would be 30 feet. Fahey indicated that the City has gone to <br />a reduced right-of--way width when special circumstances exist. <br />Kueppers indicated that the improvement of Nadeau Road does not add <br />the ability to subdivide the Miller property as The property can already be <br />subdivided. Kueppers indicated that he wanted to dispel the notion that <br />the improvement of Nadeau Road adds value to the Miller property. <br />Fahey indicated that the additional right-of--way is needed from the Miller <br />property from a public purpose standpoint. Fahey pointed out that this <br />public purpose is demonstrated by the input provided by the Burke Lane <br />and Yorkton Ridge neighborhoods. Fahey indicated that the road <br />connection to Condit Street for the Hidden Acres development makes for a <br />better development, improves public safety access in the area, and results <br />in a lesser impact on the quality of life for the neighborhood. <br />Again, it was indicated that even though the right-of--way width would be <br />reduced to 46 feet, the pavement width could still be improved at the <br />City's standard of 30 feet. <br />The Administrator asked if the Cow~ciPs intent was to take only enough <br />right-of--way so that the Miller house would not become non-conforming. <br />Fahey indicated that his position was to take ] 6 feet from the Miller <br />property acrd err on the side of caution with regard to the setback issue. <br />
