MINUTES <br />CITY COUNCIL <br />JUNT 9, 2004 <br />Noonan reported that the rubble from a hospital in St. Paul was disposed <br />of in this area and blocked the drainage patterns to Twin Lake. As a result <br />of these projects, West Vadnais was left without an outlet for the past <br />approximately 40 years. <br />Noonan reported on the precipitation patterns over the past 14 years as <br />well as the elevation levels of Grass Lake. Noonan reported that when the <br />elevation of Grass Lake exceeds 881, the lake flows into West Vadnais. <br />Given there is no outlet for West Vadnais, Rice Street is now being <br />threatened. Noonan reported that Grass Lake is a very important <br />infiltration at ea and is in contact with growtd water levels. Therefore, <br />when ground water levels are up, there is more discharge into West <br />Vadnais. <br />Noonan reported that Rice Street is now under County jurisdiction, and the <br />County has concerns with the integrity of the road as well as the flooding <br />potential. At one point water was 6 inches from the driving surface of the <br />roadway. Noonan reported that as part of the Uuweave the Weave project, <br />the County has the opportunity to re-establish the outlet pathway for West <br />Vadnais Lake to the south via a pipe under 694. Noonan reported that the <br />overflow from West Vadnais would not be directed toward Blacktern <br />Pond, but would be directed toward Jiggs Pond located between the <br />former Knox building and Levitz. That pond will be excavated as part of <br />the MN ,DOT project This pond is connected to the Owasso Basin which <br />flows eventually into Gervais Lake. <br />Noonan reported that St. Paul Regional Water is also concerned about the <br />level of West Vadnais as they feel it is threatening their operation on East <br />Vadnais. <br />Noouau reported on the process that was undertaken to bring together the <br />various water management organizations, St. Paul Regional Water, and the <br />County to study these drainage concerns with West Vadnais. The process <br />involved the identification of historical information, discussion of <br />alternatives, and identification of a feasible solution. Noonan reported that <br />as more information is gathered, the next step would be for the County to <br />convene the partners to address any remaining issues. One of these issues <br />is the maintenance and operation of the outlet pipe. The outlet pipe is <br />proposed to be a I S-inch pipe. Noonan reported that they have identified a <br />control elevation of 2 to 2 '/z feet between the water level of West Vadnais <br />and the driving surface of Rice Street. Noonan reported that once the <br />control elevation of West Vadnais is achieved, the amount of water <br />coming out the outlet pipe will be minimal. Noonan reported that the <br />maximum capacity of the West Vadnais outlet pipe is 4 cfs, and there was <br />no anticipation that the maximum capacity would ever be achieved. <br />2 <br />
